Evaluate, recommend, and plan actions to create proper protocols to meet the data sharing requirements that federal, state, and third party agencies will impose. * Work with development team to ensure protocols are accounted for in each phase of development. * Consult with stakeholders to define business need; conduct research and perform studies to obtain data. * Write contract terms and conditions, ensuring compliance with federal and state laws (i.e. SSA, IRS, FTI) * Assist clients and personnel in interpreting contract terms and conditions. * Maintain and manage database of contract agreements and system access agreements. * Conduct research on existing user agreements, protocols, and existing safeguards. * Advise Division or clients on alternate methods of solving a need or problem, and recommend specific solutions * Assist in audit functions to ensure compliance to federal, state, and third party data sharing agreements. * Challenge and negotiate strategies to overcoming obstacles preventing the Division from obtaining access to data. Required Skills: * Strong oral and written communication * Ability to conduct meetings with various audiences * Ability to work in ambiguous and evolving situations * Ability to work independently and as part of a large collaboration * Familiarity with IT or Data Sharing environments Desired Skills: * Experience in the legal or governmental arenas Required Education: * Bachelors Degree * 2 Years experience in this field of contract management or IT.   Call 502-379-4456 Ext 100 for more details.
