GOAL: The overall goal of this project is to integrate the SPEXS System to allow this Office verify the data on a driver licenses and identification cards presented as identification when obtaining an Illinois drivers license, commercial drivers license or ID Card with the issuing State. This System will also assist this office in meeting requirements of the REAL ID Act of 2005. D.2. SUPPLIES AND/OR SERVICES REQUIRED: The Office of the Secretary of State (ILSOS) is seeking 1 Business Analyst to assist with implementation of the National State Pointer Exchange Service (SPEXS). The overall goal of this project is to integrate the SPEXS System to allow this Office verify the data on a driver licenses and identification cards presented as identification when obtaining an Illinois drivers license, commercial drivers license or ID Card with the issuing State. This System will also assist this office in meeting requirements of the REAL ID Act of 2005. Implementation of this System will: • Improve compliance with Federal REAL ID requirements; • Improve the accuracy, speed, and completeness of driver history information exchanged among the various components of the system; • Improve the accuracy of data currently in drivers history databases. • Provide a means to electronically validate and verify data on driver licenses/commercial driver licenses/ID Cards issued by other States presented as identification when applying for Illinois DL/CDL/ID record. • Improve ability to identify fraudulent documents and identity theft. The Secretary of States Office allows Illinois DL/ID Card applicants to present DL/CDL/ID Cards issued by other States to meet certain Illinois application requirements. With the implementation of SPEXS, we will be able to verify the data displayed on the front of the out of state hard card with the issuing jurisdiction. We will also be able to notify other States when we collect their document and issue an IL DL/ID card. This will improve the accuracy of the data stored on our records and assist with identifying fraudulent documents and deter identity theft. It will assist all jurisdictions to comply with the one driver, one record requirement. It will also improve our ability to comply with IL state law that prohibits a person from holding an ID card in more than one state. SCOPE OF WORK: Business Analyst - High Level Responsibilities: • Review, analyze and fully understand federal requirements. • Review and analyze current workflow, policies and procedures to identify areas of non-compliance with Federal requirements • Assist with development of requirements and documentation outlining necessary changes • Assist with development of training material • Assist with acceptance testing/implementation of system changes • Assist with post-implementation error resolution. The Vendor will be expected to provide resources with the following skills and experience: Business Analyst: The Business Analyst will work closely with staff from the Driver Services Department and Department of Information Technology (DoIT) to determine requirements, development of new/revised processes and procedures, development of documentation requesting changes, testing, training, implementation, and support of functional requirements.
