The HPE Business Analyst will work at the State office downtown Madison, WI and will focus on the States process of processing healthcare encounter data received from contracted Managed Care Organizations. That Analyst will use that data to develop perform rate setting, cost analysis, research, development and implementation of policies designed to encourage cost containment and promote program and departmental objectives in a large and complex health care program. As an HPE resource you will be working alongside of Division of Health Care Access and Accountability staff to: Develop a strong understanding how the States Managed Care Encounter process so that you can investigate complex fiscal and policy topics. Analyze Healthcare claims and expenditure data and health care service delivery policies to develop effective program strategies. Develop recommendations for action including identifying long and shortrange impact, resource needs, other restrictions and timetables. Develop or participate in the development of project work plan and timeline, and brief DHS leadership on project status Working closely with the Bureau leadership in coordinating activities Assist with or represent the Bureau on special studies on issues Requirements Exceptional research skills and an ability to communicate findings effectively to diverse audiences Exceptional analytic capability, problem-solving skills, and sound judgment Analyzing trends for a large volume of complex data, experience utilizing SQL is a plus. Excellent written and verbal communication skills Ability to take initiative, to work both independently and as a member of a team, and to lead projects High energy level; self-starter; and able to multi-task, work well under pressure, and complete projects on timely basis Exceptional interpersonal skills; ability to communicate with diverse audiences , tactful, mature and flexible Experience with Excel and/or other data analysis tools. Qualifications: Experience or training in business or system analysis with a healthcare or financial emphasis with a degree in business, policy, public health, or related field.
