DAILY DUTIES / RESPONSIBILITIES:

The Department seeks a highly motivated individual who has the analytic skills to evaluate the highly complex functionality of the DSS Child Support System and has significant knowledge of the CSSD business functions. This individual must be able to combine these skills and knowledge to identify opportunities to improve the DSS Child Support System functionality and technical processing with the goal of improving worker productivity and increasing child support collections
This individual will work with CSSD staff to identify the functional and areas that will provide the best return on investment of the time and effort needed to improve the DSS Child Support System. This individual will work with CFS Project data conversion staff to ensure processes are in place to accurately convert data from the current DSS Child Support system to the statewide Child Support system (Palmetto Automated Child Support System or PACSS) currently being designed and developed by the CFS Project. This individual will assist in writing the system specifications and in analyzing the data needed to effect the system modifications. Responsibilities include leadership of small focused projects and teams that will identify the areas that are candidates for improvement and document the appropriate modifications needed.

Take initiative in performance, working independently and with groups to effectively accomplish CSSD objectives and engage in the following:
• Participates in CFS Project functional requirements analysis and design sessions for PACSS.
• Reviews CFS Project deliverables, when requested, and provides written comments related to the reviews.
• Identifies areas where changes in policies and procedures that will enhance the effectiveness of CSSD.
• Provides written recommendations for change management and implementation of continuous improvement plans.
• Provides technical assistance and expertise to the CFS Project regarding child support data on the current DSS Child Support system to support the accurate conversion to PACSS.
• Evaluates employee workloads, efficiencies, and outcomes in programs and services, and development of continuous improvement processes for field operations.
• Recommends methods and techniques assist with meeting the five federal Child Support Enforcement program performance standards.
• Develops tracking tools, e.g., spreadsheet, matrix, action lists, to monitor outcomes progress.
• Assists and provides expertise in gathering, compiling, and analyzing Child Support program related data.
• Provides expertise and technical assistance to the CFS Project regarding the development, testing, and implementation of a statewide automated child support system.
• Other related expertise and assistance, as needed.

Note: The CFS Project referenced in the “Job Duties” section is responsible for developing, implementing, maintaining, and obtaining federal certification of a federally-mandated child support enforcement system named the Palmetto Automated Child Support System (PACSS) that, once fully developed, designed, tested and implemented, will provide comprehensive support to the operation of the CSSD.
