Independently, performs a variety of complicated tasks. A wide degree of creativity and latitude is expected. This contractor position will work independently on a variety of complicated tasks that will provide Data Warehouse/Information Exchange System technical services, analysis, consultative support, report development, testing and end user technical training, customer service and mentoring. This position supports the Technical Leads and Project Managers on/for both the Data Warehouse and Information Exchange System applications and projects. • General skills and experience: o Excellent interpersonal communication skills o Excellent organization, time management skills and setting workload priorities o Providing detailed status report updates to Technical Lead/Project Manager o Experienced working independently and within groups/teams o Considerable knowledge in problem solving o Considerable skill at leading and managing workgroups o Considerable ability to work in teams and to maintain positive working relationships with individuals who have diverse areas of expertise o Testing • Validation o Effectively and efficiently review and validate documented business requirements with business area staff and owners o Support Data collection application o Review, analyze, and evaluate business systems and user needs o Investigate/troubleshoot system problems o Coordinate and perform user acceptance testing of systems and software used in DMS data extracts, reports and analysis (create/execute Test plans) o Perform National Code Set(s) analysis for varying service groups o Perform data extractions to fulfill business area adhoc requests • Documentation o Use established business requirement templates o Produce clear and concise requirements documentation o Ability to write in a variety of styles, from analyses and policy papers to technical assistance and public information documents o Create/update Implementation and User Guide for Data Collection Application o Prepare solution options o Develop system documentation and training materials and provide training as needed • Elicitation o Efficiently and effectively define business requirements from business area staff • Facilitation o Efficiently plan and execute meetings o Establish agenda and set meeting objectives o Document and distribute meeting minutes, decisions and action items o Timely follow-up on all action items o Document issues and provide to Project Manager o Identify Project Risks Business Analyst/Consultant capabilities with 8 or more years of experience in the field or in a related area. Relies on experience and judgment to plan and accomplish goals. Independently, performs a variety of complicated tasks. A wide degree of creativity and latitude is expected.
