This contract will be a collaborative effort that includes multiple units within ITSB that span the System Development Life Cycle (SDLC). This effort is to assess the current processes and define, develop, document and implement more efficient and effective processes that align across the multiple domains and make delivery of system changes to the business faster and of better quality. This revised SDLC process needs to be in place prior to the beginning of the Business/Functional Optimization work effort, which is a separate RFP. *Required Skills: *Senior Technical Specialist/Lead: *Functions at the expert level performing analytic oversight and governance activities to control and manage the areas of product release, quality assurance, and configuration management for changes to and development of software products in the CalPERS production environment, and may act in a lead capacity on complex projects or may participate with other analysts on projects of a complex nature or broad scope. *Must possess a minimum of five (5) years experience in project work, monitoring and controlling product baselines and the processes supporting release, and testing of software applications including change and version control; at least three (3) years of said experience must have been at a high level both technically and in measure of responsibility. *Must have experience building and managing project plans. *Must have strong experience in the analysis, design, development, installation, implementation, procurement, and/or technical support duties within specified data processing systems, multifunction office automation systems, microcomputer systems, and/or teleprocessing networks. *Must be able to analyze data and situations; identify and solve problems; reason logically and draw valid conclusions; develop effective solutions; apply creative thinking in the design of methods for processing data. *Must be able to establish and maintain cooperative working relationships with others. *Must communicate effectively both verbally and in writing with a variety of audience types using different mechanisms including informal updates, formal presentations, business case documents, and other analytical and technical documents. *Senior Business Analyst/Lead: *Functions at the expert level performing analytic oversight and governance activities related to review of system requirements documentation, development of test plans, creation of test cases, and the execution and validation of complex tests.
