Possesses expertise in the business unit(s) they support, as well as, an understanding of the IT organizations systems and capabilities. Analyzes business partners operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high level business requirements into functional specifications for the IT organization and manages changes to such specifications. Educates the IT organization on the direction of the business. Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprises competitive edge. May make recommendations for buy versus build decision. May require a bachelors or masters degree in a related area and 7+ years of experience in the field or in a related area. SCOPE OF THE PROJECT: Under limited supervision reporting to the SC DOR Functional Manager, serves as a Business Analyst responsible for analyzing the business needs of DOR clients and stakeholders to help identify business problems and propose solutions. Individual will be performing a liaison function between the business side and the technical side of the DOR program. The DOR Business Analyst plays a critical role in the analysis of the business needs of the DOR Program, and in ensuring the efficiency and effectiveness of DOR programs and operations. The Business Analyst must be able to function easily on every level of the agency. Typical deliverables would be business requirements constituting a specification of what the business wants or what technology options are available. Contractor is expected to provide functional and non-functional requirements to DOR project managers, including but not only white papers, report specifications, traceability matrices. Additionally, contractor is to present expected benefits, such as reduction in cycle time, personnel savings, and any hard dollar savings for any enhancement requests other than ones mandated by legislation.
