PROJECT/SYSTEM OVERVIEW Connecticut DMV has several ongoing initiatives. Central Issue of Credentials – A Real ID requirement which will enhance the security of the credential issuance process and protect the materials used to print the credential, which is in production, but requires Phase 2 task list to be completed for full delivery. Update of Verification of Legal Status “VLS” (USCIS verification system) to maintain compliance with Real ID Act. Cross-Jurisdictional CDL Screening – this is a Pilot project that engages four state DMV offices to share facial recognition information, leveraging the Central Issuance system upgrade to prove that states should share data to discourage identity theft and fraud. Automatic Voter Registration – development of a federally compliant voter registration system. DMV CVISN – This is to replace an aging system and to add additional functionality. There are many stakeholders and interfaces that will need to be involved in this transition; they include DOT, DRS, FMCSA and the Truckers Association. DMV is required to manage a CVISN program by Federal Law. CDLIS Modernization – A Federal Motor Carrier Safety Administration (FMCSA) mandate to streamline the CDL license issue process and to streamline the medical certification process of CDL drivers. Drive Only License – A CT legislative mandate to issue Driver Licenses to undocumented aliens. Creating an online appointment system to better manage the flow of the customers is an important aspect of this project. CIVLS Enhancements – Several initiatives to provide enhancements to the recently implemented CIVLS system to provide more functionality and to enhance the user and customer experience. 3. SCOPE OF WORK Responsibility: Design and implement build, deployment and configuration management Test implemented designs Build and test automation tools for infrastructure provisioning Handle code deployments in all environments Build, maintain, and monitor configuration standards Manage CI and CD (Octopus Deploy) tools with team Document and design various processes; update existing processes Develop, code and deploy support applications using c#, .NET and MVC architecture Technical support for .NET applications in all environments Specific Services Required Same as listed in the scope of work Required Knowledge, Skills, and Abilities: Previous experience with software deployment (c#, .NET) , infrastructure development, or development and operations Experience with SQL (MS SQL), CI/CD tools (Octopus Deploy), scripting such as JavaScript, vb script, DOS/Windows shell script, c#, .NET, Agile and Waterfall workflow methodologies Good interpersonal skills and communication with all levels of management Able to multitask, prioritize and manage time efficiently 4. ADMINISTRATIVE CONSIDERATIONS Deliverables: To be determined based on the project plans and timelines Work Schedule: Monday – Friday 8:00AM – 4:30PM State Resources and Oversight: Consultant will be assigned a supervisor for direction and assignments. Will report directly to IT Director when supervisor in not available.
