Position Description: The Security Analyst II contractor position will assist in evaluating Medicaid Enterprise Systems (MES) and data management practices against information security best practices to ensure the Division of Medicaid Services (DMS) is hardened to an acceptable level of risk. This position will be embedded within MES design, development, and implementation (DDI) project, and maintenance and operations (M&O) teams to assist in the delivery of information security upgrades and modifications of systems. This position will be responsible for assisting with security audits and perform security evaluations of third-party MES service providers to identify gaps and develop corrective action plans to ensure DHS is meeting its legal, regulatory, and contractual requirements pertaining to information security. The position will also identify and record risks either through Plan of Action and Milestones (POAM) or Risk Management Frameworks (RMF), and make recommendations to DMS senior management to ensure compliance with all information security rules, regulations, guidelines, and best practices. The position will produce technical and non-technical documentation which enhances internal and external business functions. This position will also partner with the Division of Enterprise Services (DES) Bureau of Information Technology Services (BITS) to maintain and continuously improve the Department-wide information security program and Governance, Risk, and Compliance (GRC) program. Qualifications: Well qualified candidates will have an Associate or Bachelors degree in Computer Information Science, Information Technology, Information Systems Security, or related field with a minimum of four years information security or network security experience. Candidates need to have a strong understanding of security technologies and strategies, including but not limited to: firewall, IDS, policy management, security processes/best-practice, logging/monitoring, antivirus, vulnerability assessment, patch management, and incident response. Certified Information Systems Security Professional (CISSP), Certified Information Security Auditor (CISA), GIAC Security Essentials (GSEC), or other information security certifications are highly desirable.
