The State of Connecticut identifies 8 Executive Branch agencies as Covered Entities. All, or a portion, of two additional agencies may be CEs depending on the findings of a new HIPAA eligibility assessment. All CEs and their Business Associates are required to maintain an ongoing IT security risk management program. The State of Connecticut desires to implement HIPAA Security Risk Analysis on all Executive Branch CEs. Only CE managed assets that store, process, receive or transmit electronic Protected Health Information are in Scope. This work will be conducted in accordance with the State Risk Assessment Methodology v4. The assembled Risk Analysis Team will employ standards, guidelines, and practices set forth in: • An Introductory Resource Guide for Implementing the Health Insurance Portability and Accountability Act (HIPAA) Security Rule (SP 800-66 Revision 1) • Guide for the Security Certification and Accreditation of Federal Information Systems (SP 800-37); and • Security and Privacy Controls for Federal information Systems and Organizations (SP 800-53) An individual Risk Analysis Report will be produced for each CE and will include agency IT environment specific: ? Threat and Vulnerability Identification; ? Control Identification; ? Likelihood Determination; ? Impact Analysis; ? Risk Determination; ? Control Recommendations; and ? Prioritized Remediation Strategies. IT Security Analyst Minimum of six (6) years experience as a practitioner in the field of information technology (IT) security is required. The candidate must have at least two (2) years of demonstrable experience performing Risk Analysis and assessment related activities. Two sample Risk Analysis Reports outlined in Section 3 above, or substantially similar documentation, from previous engagements must be presented. The following certifications and experience are required: • CISSP, CISM and/or CISA or CAP certification(s); • Strong working knowledge of HIPAA Security Rule and relevant CMS guidelines; • Strong working knowledge of NIST guidelines concerning HIPAA Security Rule, particularly SP 800-37, SP 800-53, and SP 800-66 Revision 1; • Strong working knowledge of IT security best practices regarding networks and networking, including protocol analysis, anomaly detection and troubleshooting; • Strong working knowledge of IT security best practices regarding Windows and *nix Servers and workstations. State Government level experience is preferred. The following certifications and experience are preferred: • HIPAA security certifications such as CHSP, GHSC or CHSS; • Cisco and/or Microsoft certifications. The State reserves the right to further define the technology environment, platform, hardware and or software experience required within the Scope of Work for each individual request.
