This position will define the Product Management strategy, vision, and Product Management operating model for the program, lead a team of IT Product Managers, oversee all business engagement to develop product requirements/user stories, and monitor the associated technological innovation efforts for key Medicaid IT initiatives. This position will also oversee all IT product management functions within the Medicaid Enterprise System (MES) portfolio. This position will manage a team of Product Managers and Business Analysts who will collectively champion our departments key strategies with the goal of creating the opportunity for fostering alignment with our business partners, to ultimately produce healthier outcomes for our citizens through clinical and technological innovation. This position is responsible for providing product development and enhancement oversight for NCDHHS Medicaid products in response to requirements gathered by the Product Managers. This oversight may include development and monitoring of the Medicaid Managed Care product strategies, while collaborating with other DHHS divisions and external stakeholders to develop and implement targeted strategies to streamline processes. This position will manage the team charged to create user stories, technology roadmaps and customer research in relation to Medicaid initiatives and strategic goals. This position represents DHHS business functions within NC Medicaid and partners with the IT Division to ensure delivery of relevant and impactful software and solutions. This position will interact with the NC Medicaid Program Leadership, the Medicaid Business Information Analytics Office, DHHS Data Office, Information Technology Division, Privacy and Security Office, Policy Office, General Counsel, Office of Procurement, Contracts and Grants, among others. This role is also responsible for working with program staff and management to ensure that all aspects of deliverables adhere to and are aligned with state and federal program expectations. Program Leadership • Leads and direct cross-functional activities that provide effective oversight of Medicaid Programs. • Manages direct and hybrid reporting relationships and staff, sets priorities, establishes accountabilities, and defines roles/responsibilities to secure necessary resources not under direct supervision, while maintaining peak levels of performance and compliance. • Collaborates and develops workgroups around product deliverables with Product Owners, Business Leads, Technical Leads and Management. • Reviews product history and lessons learned from design validation sources, and current production data to identify and drive preventive measures and ensure optimal quality of each project as it is implemented. • Supports the Centers for Medicare and Medicaid Services (CMS) Information Technology Systems certification exercise which is heavily reliant on Medicaid Information Technical Architecture (MITA) compliance for deployed IT systems. • Conducts gap analyses of the As-Is operations and To-Be environments to identify appropriate actions needed to reach target maturity levels and may develop the technical documentation for compliance with the CMS Seven Standards and Conditions. • Performs crosswalks to evaluate the State Business Process Models (BPM) alignment with or deviation from the CMS-defined MITA BPM. • Provides day-to-day technical advice to the team members and strategic a   Call 502-379-4456 Ext 100 for more details.
