DAILY DUTIES / RESPONSIBILITIES: This is a new position on the CFS Project for a Data Validation Lead experienced in Child Support Enforcement Systems and Clerk of Court child support data. The successful candidate will demonstrate a proven ability to collaborate and coordinate activities with diverse groups, including stakeholders, team leads, vendors, project managers, and technical staff. In addition, the candidate will ensure activities are defined, tracked and communicated in a consistent and effective manner. Scope of Work • Work with the State and software development contractor to plan and execute successful data validation testing. The data validation testing will consist of executing tests with the next child support system using data converted from existing legacy systems and comparing results with legacy system outputs. • Produce, while working with the State Project Team and System Development Contractor, and manage the detailed step by step plans for data validation testing. These plans encompass input data, testing conditions, and expected results. • Monitor and report the execution of the System Development Contractors performance of data validation testing. This involves working with System Development Contractors tools and appropriately extracting data to produce metrics and reports. • Review SDC deliverables applicable to the areas of responsibilities in accordance with project plans and processes • Develop a thorough knowledge of the existing South Carolina child support data, mapping rules, and the data conversion requirements in order to understand how the existing data will be used in the new child support system • Work with the System Development Contractor to meet deliverable goals REQUIRED SKILLS: • 10+ years designing, building, and maintaining automated child support enforcement systems. • Knowledge of child support policies including FSA88, PRWORA, and DRA • Experience with automated data conversion from multiple legacy systems • Experience with system testing, operational readiness testing, system implementation, and post implementation support • Extensive child support functional knowledge including; the child support data model, case initiation, public assistance history, accruals, distribution, disbursement, and enforcement • Knowledge of child support federal and management reporting including the OCSE-157 and OCSE-34A • Extensive experience as a business analyst/data analyst to include performing data mapping and creating data flow diagrams • Experience executing the federal Test Deck • Experience with SQL, reporting, and data mining • Experience participating in the child support certification review process • Ability to communicate (orally and written) effectively with technical staff, non-technical staff, customers/stakeholder, and executives • Knowledge and application of industry standards (e.g. ISO, IEEE)   Call 502-379-4456 Ext 100 for more details.
