Assisting ESC permanent staff in the development and support of mainframe programs for the Unemployment Insurance Benefit Payment System ? Assisting testing and with ensuring programs have been thoroughly tested and are accurate, (Code must be concise, efficient and easily maintainable and conform to State and ESC IS Divisional standards_. ? Develop a thorough knowledge of the application area ? work independently with users in defining system requirements and solutions to service requests ? Troubleshooting programs efficiently to identify bugs ? Assist in recovery procedures ? Conduct analysis for new application development and on existing systems that may require significant changes Knowledge, Skills, and Abilities Requirements: Required ? Minimum of (3) three years hands-on experience with development, maintenance and support of the GUIDE benefit payment system is required. ? Minimum of (3) three years experience in business application development including hands-on experience with, COBOL, JCL, CICS and VSAM. ? Experience related to the development of complex applications ? Knowledge/experience of how to create JCL and write COBOL Batch and CICS programs that access VSAM files Specific IT staff skills sought include: ? Extensive understanding of and experience with GUIDE-based COBOL/CICS code ? Extensive understanding of and experience with GUIDE-based data structures (flat file VSAM) ? Significant hands-on experience in modifying GUIDE-based code, and adding new programs/components ? Thorough knowledge of the requirements for implementation of the EUC and EB programs, and understanding their associated business rules ? Demonstrated ability in the detection and correction of deficiencies or errors in GUIDE-based COBOL/CICS code and data ? Understanding GUIDE-based legacy system documentation ? Experience working with large datasets across multiple platforms ? Ability to demonstrate the capability to determine the best implementation for enhancements to legacy systems ? Proven communications skills, both written and verbal ?
