Job Description Manager: Agile/Scrum Environment, Natural Programming Language, Cobol, ADABAS

Description:

The Project Manager 3 will be required to bring a deep understanding of Agile and Scrum methodologies and practices, be able to use this knowledge, experience and skill set to facilitate and implement effective solutions operationally at all levels in the project, and to have the ability to disseminate this information to others within the project. The person filing this position will work directly with multiple development teams on delivery initiatives, mentor other scrum practitioners, and/or assist in the implementation of proven, effective, and efficient Agile processes and practices.

• This is the expert-level project manager and the person must be an expert in project management, including the planning, development, implementation, and evaluation of large, complex projects.
• May supervise contractors and provide direction to a large and diverse project teams.
• Planning, development, implementation, and evaluation of complex enterprise projects.
• Identify decision-making issues and key stakeholders, develop and implement strategies to encourage and obtain stakeholder and/or community awareness and support, and identify project partners.
• Experience interpreting and explaining specialized or complex material into information usable by the public.
• Experience developing and monitoring contracts.
• Experience planning and implementing projects.
• Development of project charter, scope, goals, work plans, timelines, implementation strategies.
• Creation of measurement processes/methods for assessing progress toward goals and project outcomes.



Required Skills:

• Ability to apply common Agile/Scrum practices.
• Understand the Natural programming language.
• Understand the COBOL programming language.
• Experience with the usage and management of Adabas.
• Proficient in the agile software development life cycle using Scrum.
• Garner respect from the teams and be willing to apply the necessary skills to get the job done.
• Communicate well with teams and management.
• Must be able to respond quickly, but not reactionary, to situations needing resolution.
• Facilitate discussions and alternative or different approaches.
• Ability to handle difficult situations in a professional and respectful manner.
• Ability to lead the teams to self-organization.
• Actively work to expose issues as early as possible and work with Management to resolve.
• Understand fundamental principles of software development processes and procedures.
• Experience supporting a State Child Support Enforcement mainframe application.
• Certified Scrum Master.
