An offeror must provide a detailed response for each of the following sections: 1. Overall Expectations: STATE is seeking a SME consultant that can guide the Cross-Disability Advisory Council and STATE to reform its 1915(c) waivers that serve children, creating a cross-disability childrens waiver that will blend the childrens waiver services that are currently housed in disparate and sometimes conflicting waivers. Streamlining the childrens HCBS waiver services will require a host of interrelated decisions and actions that will need to be coordinated in a way that doesnt interrupt the services that children benefitting from the childrens waivers are receiving. The phased approach STATE intends to use will require the cross-disability childrens waiver to be addressed as the first step, with the ID/DD level of care reform to happen starting in the 2025-27 biennium. The types of questions STATE anticipates needing to be addressed include, but are not limited to: • How many individuals can be served by the waiver? • What is the level of care tool that will be used to assess if individuals meet an institutional level of care? • Should there be tiering within the waiver to allow for higher intensity of services for individuals who have higher levels of need? If so, how are the tiers defined? • What are the services offered under the waiver? • What are the limits on services offered under the waiver? • How will care coordination be provided to individuals served by the waiver? • How will participant self-direction be incorporated into the waiver? • How will quality assurance and quality improvement be addressed in the waiver? The successful offeror will work closely with STATE and the facilitator/coordinator of the Cross-Disability Advisory Council. The work of the Cross-Disability Advisory Council will be highly impactful, and many recommendations need to be provided in a relatively short amount of time.
