[Note: This is a paper or Electronic submission and requires resumes 2 days prior to the close date.] Submission Deadline : 12/18/2017 2:00 PM CT Start date : 1/1/2018 End date : 6/30/2018 Client : Missouri Department of Transportations (MoDOT) Description : The work covered by this PAQ is to provide support for Missouri Department of Transportations (MoDOT) Transportation Management System (TMS). TMS is a suite of applications currently written in various technologies, including CoolGen, Adobe/Apache Flex, and .NET. In addition, the work will include the creation of map based applications and tools. These key applications require critical integration and implementation as defined by MoDOT. The contract period is January 1, 2018 through June 30, 2018. TMS is a mix of application technologies at this time. We are currently in the process of a multi-year project to convert all the applications to .NET from AllFusion Gen. This system houses statewide transportation information related to the travelway infrastructure for the State of Missouri. Some of the systems in TMS include the Statewide Transportation Improvement Program (STIP), Travelway Features, Bridge Inventory data, Traffic data, Safety Crash data, Railroad data, and the Traveler Information System. TMS uses ESRI products to develop map based applications and tools to display data as required in the various business systems. TMS also utilizes native iOS and Android mobile applications. Minimum skillsets required by the individual performing the work under the resulting contract must include: • Minimum 5+ years work experience in JavaScript. Must provide written details of work experience. • Minimum 10+ years work experience in HTML. Must provide written details of work experience. • Minimum 10+ years work experience in .NET/C#. Must provide written details of work experience. • Minimum 10+ years work experience in ASP.NET. Must provide written details of work experience. • Minimum 5 years work experience in SQL. Must provide written details of work experience. • Prefer 5 years of experience with ESRI products. The Offeror must be able to demonstrate critical thinking skills. The Offeror must have the ability to provide analysis, recommendations, and implement solutions. The Offeror must be a self-starter who has the ability to work with minimal supervision. The Offeror must have the ability to clearly communicate with MoDOT staff. All estimated numbers provided herein are for informational purposes only and are not intended to reflect any guaranteed usage of this PAQ. MoDOT does not guarantee any minimum or maximum amount of the Offerors services that may be required under this PAQ. Additional services will be requested on an as needed if needed basis. If the need for additional services arises, the Offeror and MoDOT will agree in writing on the scope, timing and cost of each deliverable before the commencement of work. For critical support, it will be assumed, for evaluation purposes only, 992 hours of PAQ work will be performed during the contract period. The Offeror shall provide the classification titles and associated per hour rates for all classifications they intend to utilize. Issue documentation will include cost estimates based on hourly rates in this PAQ in order to determine estimates for complete work. The cost evaluation for this PAQ will be worth a total of 50 points. The Offeror shall agree and understand that the quantities used in the evaluation of cost are provided solely to document how cost will be evaluated.
