Although it still functions well, eHEAT needs modernization and updating to utilize innovation to improve services to households, meet program needs, and keep pace with security. The purpose of this RFO is to procure a vendor to provide Developer resource(s) to finish the eHEAT Next Generation Project using JAVA/SQL Server. The Office of MNIT Services and the Minnesota Department of Commerce are seeking a vendor to provide Developer resource(s) to work on the implementation, analysis, design, coding, testing, and documentation identified under the eHEAT Modernization effort. The resources will assist with the rewriting and migration of existing eHEAT applications (JAVA JEE MVC, SQL Server 2012, Struts, JDBC) to latest technologies (JPA/Hibernate, Spring, JAVA 8.0, SQL Server 2016), migration to new environments, creation of unit and integration tests, performance of optimization and tuning of applications, and creation of technical artifacts documentation. The Department of Commerce will provide the business analysis documents and requirements. Sample Tasks for Resources • Perform analysis, design, development, and testing work for the implementation of solutions using Java/Java EE/Spring technologies for eHEAT Modernization project. • Create unit tests and integration tests using JUnit for eHEAT Java application. • Implement best coding practices. • Create technical documentation as per the template established by MNIT @ Commerce. • Perform Applications Performance tuning and optimization as applicable. • Provide knowledge transfer to State staff. Minimum Qualifications of Vendor • Provided Developer resource(s) to at least three state level IT projects in the past Desired Skills of Vendor • Demonstrable ability to find technical talent • Strong communication skills for vendor management • Ability to provide resources who can work independently and in team settings (Minimum Qualifications of Resources on next page) Minimum Qualifications of Resources Each resource that the vendor provides to perform the work must meet the following minimum qualifications. The resource(s) will not be evaluated as part of the contracting process, but their qualifications will be reviewed prior to work starting on the project. The State reserves the right to reject any resource(s) that do not meet these minimum qualifications, and to require that different resource(s) be brought in that do meet the minimum qualifications. • Five (5) years experience in Developer role • 3 years of combined experience in Core Java with design patterns, Java Server Faces • 3 years of combined experience with Spring full stack with JPA, Hibernate, MVC\domain-driven architecture • 3 years of combined experience with WebSphere, Tomcat/JBoss • 3 years of experience with SOA architecture, JAX-WS/JAX-RS/REST Web Services, JAXB, XML/JSON, SOAP/WSDL, Web Services security.
