Job Description Engineer: Records Management, Cyber Security, Standards, Architecture SME

Description:
Conduct an overall assessment of the Santa Clara Countys (SCC) LAN, WAN, Wi-Fi and Data Center networks managed by TSS covering the following key areas:

• Standards and Architecture

• Key Support Processes

• Service Levels and Resiliency

• Staffing and Skills


Interview key IT stakeholder and Subject Matter Experts (SMEs). Review Countys strategies to understand future state network drivers and needs such as:

• Migration of key applications from on premise to cloud-based services/infrastructure

• Increased need to focus and mitigate on Cybersecurity threats

• Acquisition and retrofit of two new hospitals

• Future use of personal devices or non-traditional (e.g. Internet of Things (IoT) type
devices, etc.) which access Countys data and networks

• Virtualization of compute, storage, security and network assets

• Need for higher availability and faster recovery when components and/or circuits fail

• Requirement for the network to be able to support recovery in the event of a major
disaster impacting key County facilities

• Necessity to simplify and automate network architecture/operations to increase agility
and reduce support costs/requirements


Identify the gaps between the Countys current networks (people, process, technology, architecture) and both County requirements (as discovered above) and industry best or proven practices. Key areas for gaps might include but are not limited to:

Architecture and design gaps
Resiliency and redundancy gaps
Monitoring and operational support gaps
Tool, skill, function or resourcing gaps

• Other areas (as determined by the proposing vendor)


Work with the County to prioritize the gaps and organize them into a high level 3 – 5 years network upgrade roadmap divided into short (6 - 12 months), medium (12 months to 2.5 years) and long term (2.5 -5 years) deliverables.


Provide high level cost and resource estimates associated with key initiatives on the roadmap which can be used by County to inform future budget and investment plans related to the network.


Complete an assessment of network environments within the County, to include:

• Conduct threat and resiliency tests using security tools to simulate an attack and
demonstrate any key vulnerabilities

• Identify key regulatory drivers and help the organization understand the impact drivers
have on the enterprise and mission specific management systems, routers/switches,
Records Management systems


Outcomes of Deliverables:

• Documented results from the network assessment around the following areas:
architecture, services levels, resiliency and staffing/skills

• Prioritized gap analysis which help the County to understand what areas it should
invest in from network technology, tools and resources perspectives

• Time phased project roadmap which includes high level cost estimates to inform future
County budgeting and investment planning for the network


Knowledge Transfer Plan:

Work with designated and dedicated Santa Clara County (SCC) resources throughout the project to support, oversee, share knowledge and expertise for security and network solutions recommended
Deliver using methodologies to help alleviate project issues that may arise to help the project remain on schedule
Provide key knowledge from contractors SMEs on best practices and leading industry directions
