The candidate must have experience in data warehouse models in addition to OLTP models, these models shall be architected at the following layers: conceptual, logical, physical, subject area, and application. SLDS is a federal grant awarded to the Department of Elementary & Secondary Education from the U.S. Department of Education to enhance our states comprehensive and interconnected statewide longitudinal data system. As part of the SLDS grant, Massachusetts is seeking to move from a solid foundation of data access to a strong focus on data action. Among all state education agencies (the Department of Higher Education (DHE), Department of Elementary and Secondary Education (DESE), Department of Early Education and Care (EEC), and the Childrens Trust (CT)), this project will help connect data more effectively, create alignment around the most pressing equity-focused research priorities, increase access to relevant data and research, and support educators and other practitioners to improve their practices to effectively promote equity. This position will be part of a team focused on improving data access and analytics for all EOE agencies, reporting to the EOE Secretariat Chief Information Officer (SCIO), and working closely with both the Executive Director of P20W Evidence Based Policy and the Technical Project Manager of EOEs Integrated Digital Data Services (IDDS) project. The position is funded through the SLDS grant, which, in conjunction with the IDDS work, will result in the creation of a P20W Data Hub, as well as self-service Business Intelligence and Data Visualization tools, and streamlined Identity Access Management. IDDS is funded through the state Executive Office of Technology Security and Services to re-envision existing applications and data systems to provide the Commonwealth with an adaptive, future oriented, cost effective, standards based educational platform and application portfolio. The Data Architect will provide strategic level technical leadership for the data architecture and must be able to perform hands on analysis and modeling. He or she must clearly understand business objectives, translate them into data models and communicate these data models to business and technical stakeholders verbally, in writing, and electronically. He or she needs to be able to understand the different standards in the Education domain CEDS, ED-FI, SIF, models and provide guidance to technical staff, project managers and insure vendors adhere to the standards. Through the development of reliable and stable data models, master data management, metadata management, and data quality assurance initiatives, the Data Architect will oversee the technical design of the Enterprise Data Architecture. He or she will define data modeling methodologies, standards, and tools. In collaboration with other stakeholders, the Data Architect shall define data interface and messaging standards for EOE systems to integrate systems internally and externally.
