It is anticipated the ESMF application will be useful for at least eight to ten years. With effective ongoing maintenance the useful life could be extended for three to four more years. This request is for a new support and maintenance agreement to cover the second through sixth year (5 total years) of operations for the ESMF application. Included in this agreement are maintenance work covering requested fixes for bugs and process issues encountered during the current seasons operation. The issues included in this agreement are those identified by the ESMF business staff as being priority 1 or 2. The second area covers ongoing support services for the next 60 months of operations. Included in this effort are hours used to: • test, package and deploy new updates and fixes to the system; • develop updates as a result of changes to the backend systems. Changes may include security patches to the OS, database, frameworks etc. as well as planned upgrades of backend system software. The agreement does not include analysis, definition and development of new features or major enhancements. Such activities will be requested and defined in separate procurements scoped specifically for that activity. Background The DTS Enterprise Development team and XEL are the developers of the ESMF application. The original application WRI was built by the DTS Enterprise team for the Watershed Restoration Initiative program. Subsequently XEL was engaged to make custom moifications and changes to the application and database for the Endangered Specifics program. ESMF was deployed in early 2018 for this seasons grant funding activities. Requirements: Application/Database maintenance services for the ESMF web application. Maintenance requirements include post application deployment clean-up and bug fixes. There are at least thirteen (13) issues identied and prioritize for maintenance (refer to Appendix B for details). Maintenance work estimate includes: Platform and Architecture ESMF is a Java web based system built using the MVC design pattern. The front end application incorporates JavaScript, CSS 3, and HTML5 technologies. The backend database is MS/SQL 2008 (migrating to 2016 during this agreement period). The application and database are deployed on Linux VM Lamp Slices running Apache/Tomcat 8.5 Desired Technical Skills • Java web application development experience; • Knowledge of the MVC design pattern; • Knowledge of frameworks utilized by ESMF web application; • Knowledge of SQL development (Windows SQL preferred); • Knowledge of the ESMF System and database; and • Knowledge of Endangered Species Mitigation Fund grant program.   Call 502-379-4456 Ext 100 for more details.
