The funds are invested through stakeholder agencies. These stakeholder agencies include the Retirement and Investment Office, Bank of North Dakota, Office of State Treasurer, and the North Dakota Department of Trust Lands. 3.2 REQUIREMENTS A. DELIVERABLES The contractor must provide recommendations on the following objectives. Data from the last three biennia ending June of 2023 should be used for this analysis. 1. What is the return for each of the identified funds by month and year 2. At a macro level, what are the cash inflow and outflow needs of state government 3. If we consider state resources at a macro level, looking across all agencies, what is the total level of resources maintained by the State of North Dakota in comparison to the minimum cash flow needs 4. What strategies could be used to maximize returns on cash sitting on-hand that is not currently being utilized or invested 5. Demonstrate how funds can be managed or invested by the State in a centralized way, rather than by each individual agency - currently, general funds, federal funds, and some special funds are managed centrally through the State Treasurer 6. State agency funds are primarily deposited at BND – compare the return of these deposited funds to the overall return to the State generated by BND through its lending business, dividends, General Fund, and other legislative appropriations of BND profits 7. Appropriate minimum cash balances for the identified funds 8. Methods to aggregate funds and maximize return 9. Provide recommendations on next steps to more efficiently manage cash 10. Establish and provide support for return objectives within each of the identified funds 11. Determine how much risk is acceptable within each of the identified funds and provide the methodologies used for the determinations 12. Review the history of the budget stabilization fund and other funds utilized for state budget emergencies and recommend potential cash-on-hand needs and the level of liquidity needed based on the current allotment process B. DELIVERABLES CONTINUED The contractor must additionally engage stakeholder agencies regarding the following: 1. Current cash management processes 2. Specific fund cash inflows and outflows 3. Solicit stakeholder agency input regarding suggested changes to cash management processes C. LOCATION OF WORK/TRAVEL No on-site work is required; however, the contractor may be required to present their recommendations in person to the Cash Management Steering Committee in August of 2024 and to legislative management in September 2024, in Bismarck, ND. The contractor acknowledges travel costs are covered by the Contractual Amount and shall not invoice the State for travel costs. D. STATE-FURNISHED PROPERTY/SERVICES The STATE will provide the data necessary for the project to be a success. The contractor is encouraged to request any specific data they believe is relevant to the project. E. RISK MANAGEMENT The contractor must identify any potential risks, issues, and problems associated with the project and identify ways to mitigate those potential risks. F. PROJECT MANAGEMENT PLAN The contractor will be expected to use appropriate project management to ensure the work is accomplished on time, within budget, and meets quantity and quality standards. 1.
