NDDES anticipates that the planning process will take a couple months to provide adequate time for participation by the project team to conduct outreach with stakeholders. The outcome of the process will be a written strategic plan document that presents the planning process, the research, the analysis, opportunities and strategies along with an implementation plan that NDDES will use for the next (4) four years. Please note that this RFP requests the services of a consultant to facilitate the strategic planning process. NDDES is aware that there are a variety of perspectives, models, and approaches available to develop a strategic planning document; therefore, the successful firm should be able to discern which model or model(s) will best enable NDDES to complete its organizational and programmatic goals. As envisioned, the scope of services for this proposal will include the following components: • Turn over a workable draft of a four year strategic plan addressing the agency and emergency management enterprise in ND to the NDDES-HLS Planning Section Chief no later than January 15, 2020; inclusive of all intellectual property in an editable format (Microsoft Office-based or compatible formats) allowing the agency to make future updates and revisions to. All intellectual property, including drafts and raw data, will be considered as the property of the agency • Assist the NDDES-HLS Planning Section Chief and internal Technical Advisory Committee with: o Holistically and comprehensively identifying internal and external key Whole Community stakeholders for inclusion in outreach efforts o Determining data collection requirements o Identifying key strategic initiatives to help accomplish the agency mission and meet the expectations of our customers and key emergency management enterprise stakeholders o The overall plan development process • Facilitate using consultant-developed and driven methodologies approved by the agency: o Outreach efforts with identified/agreed upon internal and external key Whole Community stakeholders o Data collection based on identified/agreed upon information requirements o Discussions focused ultimately on ? The need for reimagining the agency vision, values, and mission; and what that could look like (providing how North Dakota can become the most resilient state in the nation) o Determination of a potential new identity and culture for NDDES-SR based on evolving changes and needs in the public safety communications enterprise o Development of a situational analysis of the agency and ND emergency management enterprise o Identification and assessment of agency/ND emergency management enterprise strengths, weaknesses, opportunities, and threats o Development of 3 separate and distinguishable recommendations for vision and goals into the workable draft submission; each of which establishes a pathway for North Dakota to become the most resilient state in the nation o Identification of critical yet trackable metrics which the agency can track going forward as key determinant of success o Development of recommended implementation actions the agency and ND emergency management enterprise should take to meet recommended plan requirements REQUIREMENTS: DELIVERABLES The contractor will be required to provide the following to achieve the objective of this project: 1.
