On or before 10:00PM MST Client Info:UDOT Description: Statement of Work (Work Plan) The goal of this project is to develop software that is capable of interfacing with roadway infrastructure to detect pedestrians and vehicles at intersections and relay information to the driver in an effort to reduce collisions. Background: Real-time Full Situational Awareness Despite all of the advances in infrastructure and technology, vulnerable road user safety remains a serious issue in our state. Pedestrian and bicycle crashes with vehicles are still too high when they could be prevented. Newer vehicles have sensors to identify objects around them, but intersection geometry can occlude those objects, and fixed objects can occlude people moving on foot or bicycle. Infrastructure based sensing has the potential to be more robust, with higher capability sensors and processors which can better identify vulnerable users. This project aims to use advanced object detection and classification to develop a software based advanced vehicle-infrastructure situational awareness tool. Task 1 Design and Develop the Infrastructure-based System The infrastructure-based system will include both a detection and classification system. It shall have the ability to leverage existing DSRC technology installed in clients traffic signal cabinets for receiving messages and displaying them on a tablet or in-vehicle screen. Images from both day and night will be required to build up a large dataset of imagery at an intersection. The system will use this imagery and machine learning to detect and classify pedestrians and vehicles. Existing clients cameras may be used, but the offeror may need a test site to conduct additional machine learning to fully develop an algorithm capable of detecting and classifying vehicles and vulnerable road users within the imagery. Task 2 Design and Develop an In-vehicle System The system shall include an interface for displaying messages sent on either a tablet or in-vehicle screen. Communication between the system and the vehicle will be via DSRC, using a Roadside Unit (RSU) and an Onboard Unit (OBU). The interface shall display a message alerting the driver that a pedestrian has been detected. Task 3 System Integration and Testing The system designer shall integrate and test fully all of the components of the system provided to client. The system will work seamlessly with the traffic signal system and other components already installed at the intersection. Existing DSRC components may be used, but existing functionality must be maintained. Task 4 Support In addition to integration and testing, the system designer shall provide technical support to client for a period of one year following. This support shall include on-site demonstration of the technology to client personnel to fully understand its capability and train the Department in its proper use.
