Description :

Statewide Human Resources Management (SHRM) is seeking Project
Management, Business

Analysis, Technical and Vendor Coordination assistance in the form of a Project Manager 2

experienced in business analysis, contract negotiations, project management methodologies, and

human resources information systems (HRIS) for implementation of a Talent Management

Software Solution and integration into PeopleSoft.

Work will be performed under the direction of the Director of Statewide Human Resources

Management or designee(s) on a prioritized list of specific items to be completed within

available time/hours, including but not limited to:

* Work with SHRM and other parties to develop statement of work for potential vendor(s).

* Review and analyze potential vendor(s) response to statement of work and engage in

negotiations, as necessary.

* Work with other DAS divisions and state agencies (e.g., Procurement, BEST, CORE-CT,

OSC, OPM, etc.) to review and execute project contract with vendor.

* Work with all parties to create and present detailed project plan including schedule, testing

plan, implementation plan, training plan, and transition plan.

* Work with all parties to establish metrics.

* Work with vendor to ensure all coding is done in accordance with the contract.

* Ensure that all testing is carried out in accordance with the contract.

* Ensure that the newly designed system is implemented in accordance with the contract.

* Work with the vendor to develop user manuals, videos, and other information modes for

staff and public use.

* Coordinate training for SHRM staff and other designated users with the vendor.

* Work with vendor and DAS/BEST to sunset legacy systems.

* Work with vendor, DAS, and other state agencies for integrations of system with the

CORE-CT (PeopleSoft enterprise system).

* Present oral and written status reports.

Specific Services Required:

The contractor shall provide the following services:

* Accountable for project initiation, planning and execution through formal project management

and system development methodology.

* Conducts project assessments, develops cost, process and time estimates; comes up with

appropriate resource (staff) estimate(s) for the project.

* Develops and maintains all project artifacts, as application to the project, including project

profile, project plan, work breakdown structure, project management plan, project summary,

solution alternatives, cost benefit, risk analysis, and change management using industry

standard PM tools.

* Conducts joint application development sessions where needed and develops requirements,

specifications, gap analysis, use case, test case and test strategy documents, and requirements

tractability matrix.

* Coordinates with SHRM and vendor development of data conversion strategy, mapping,

cleansing, and conversion scripts for migration of the historical records to the system.

* Proactively identifies project risk areas, performs risk analysis and comes up with alternate risk

mitigation plans/measures to complete the project on time and within the budget.

* Coordinates all testing and UAT sessions including bug tracking and remediation.

* Works with SHRM and vendor in evaluating test results.

* Functions as the primary point of contact and liaison between the SHRM, vendor, BEST,

CORE-CT and user agencies for the installation, configuration and implementatio
