Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Childrens Health Insurance Program (MCHP). MHBE seeks one (1) Project Manager to provide project management services in the areas of requirements analysis, design, development, testing, migration, implementation, delivery and support of mission critical software, hardware and Cloud solutions for the Health Benefit Exchange (HBX) application. Duties / Responsibilities Provide project leadership in the requirements analysis, design, development, testing, implementation, migration, delivery and support of mission critical software, hardware and Cloud solutions for the Health Benefit Exchange (HBX) application. Provide project leadership on large scale cloud migration projects involving multi-disciplinary teams with external and internal stakeholders. Liaise with internal and external stakeholders to provide timely status updates and risks/issues associated with the project execution Effectively apply industry standard project management methodologies and enforce best practices to initiate, plan, execute, monitor and control project activities. Plan, coordinate, conduct and lead analysis of client business processes. Manage project scope, lead requirements elicitation, coordinate technical development and deliver software solutions with high quality standards. Track the progress of projects and provide project health reports to the PMO, senior management and project oversight committees. Effectively direct, manage and control all project activities and deliverables, through all phases of the project lifecycle. Note: The candidate must have the flexibility to work overtime as needed, including weekends, holidays, and off-hours. Minimum Qualifications A minimum of five (5) years of hands-on project management experience in full life cycle implementation of complex enterprise technology solutions. A minimum of two (2) years of experience working in an Agile (SAFe) or equivalent software development and project management environment. A minimum of two (2) years of experience in managing large scale cloud adoption or data center migration projects Possess strong project management skills and the ability to multi-task, work independently and meet deadlines. Demonstrated ability to analyze operational needs of enterprise IT systems. Demonstrated expertise in analyzing business processes, converting healthcare marketplace requirements into technical solutions, coordinating application development, testing and implementation. Hands-on experience with utilizing project management tools such as VersionOne, JIRA or equivalent.
