Client Info : State Procurement Office Description : The STATE is soliciting proposals for the development and acquisition of a vendor hosted Commercial Vehicle Information Exchange Window. The STATE is conducting this solicitation to take the State of North Dakota to Core FMCSA Innovative Technology Deployment functionality with the implementation of a CVIEW. Achieving this status will allow North Dakota to continue to be eligible for FMCSA funding to pursue our states goals of improving safety, increasing efficiency for both the public and private sectors, and facilitating freight flows within and through North Dakota. The CVIEW must meet all requirements for certification as compliant by the Federal Motor Carrier Safety Administration (FMCSA) for the Innovative Technology Deployment program. The implemented CVIEW must meet all data exchange requirements to satisfy the implementation requirements for FMCSA Performance and Registration Information Systems Management (PRISM) program, as well as state-specific requirements set forth in this solicitation. The scope of work includes development, installation, testing, implementation, documentation, training, support and maintenance to meet the requirements as set forth in this document. The CVIEW must be interfaced with state and national systems, accessible for both manual and automated queries from roadside and deskside, and associated contractual systems operation and maintenance services. The selected vendor will be required to customize or adapt a proven software system to meet North Dakotas needs to support implementation of a state CVIEW to meet the requirements as set forth in the Requirements Matrix (Attachment A). This solution will be used by NDHP troopers, nonsworn personnel, and other authorizedusers. The CVIEW will allow real time information from multiple commercial vehicle information sources to get snapshots on carriers, vehicles and drivers. The information will be used to make informed, efficient and targeted inspection decisions by roadside and desktop users. The North Dakota CVIEW project will provide for deployment of a SAFER compliant CVIEW system and system interfaces which will bring North Dakota into compliance with Core ITD requirements.Core ITD compliance means having a management framework and system architecture to guide an ITD deployment and to carry out ITD capabilities in the areas of safety information exchange, credentials administration, and electronic screening. The program is directly aligned with both the USDOT and FMCSAs performance goals which have been established in highway vehicle safety, hazardous materials safety, homeland and national security, transportation reliability and productivity, and organizational excellence. The program supports these goals by focusing safety enforcement on high-risk operators; enabling more effective hazardous materials safety compliance and enforcement; integrating systems to improve the accuracy, integrity, and verifiability of credentials; improving efficiency through electronic screening of commercial vehicles; and enabling online application and issuance of credentials.   Call 502-379-4456 Ext 100 for more details.
