The primary services provided are health screening, risk assessment, nutrition education and counseling, breastfeeding promotion and referrals to health care. Supplemental food is provided at no cost to participants. Local WIC Providers are the contact point for receiving WIC services. There are 118 Local WIC Providers located throughout the state where participants are evaluated for nutritional risk and income eligibility. The scope of this project involves considerable accounting for a federally funded program that uses contracts, invoicing, monitoring and reporting to provide the USDA with appropriate information involving the use of those funds. DHSS-WICs overall objective is to produce a system that will handle the financial capacity requirements for the program and meet all reporting needs for the program staff, the department and fiscal staff, the auditors and USDA/FNS. The objective for this PAQ is: 1.Provide WIC management with the tools necessary to determine the efficiencies of the current business process. 2.Provide WIC management with tools to continually manage and monitor efficiencies of the current business process. 3.Produce a recommendation for management consideration for streamlining the current business process. PROJECT APPROACH AND SCOPE OF WORK: The contractors PAQ response should include a project overview, project schedule for each deliverable, resources (both contractor and state with an estimated time commitment needed from DHSS and ITSD staff), approach/methodology, assumptions, and an explanation detailing experience with projects of similar size, technology, and complexity including experience with DHSS and/or other state agencies. The contractor must provide a detailed description and firm, fixed price for each deliverable. The description must specify the tasks to be completed for each deliverable and the timeframes in which the tasks will be completed. The contractor should provide a work breakdown structure or project plan.
