PROJECT GOALS AND OBJECTIVES: The Department of Elementary and Secondary Education (DESE), and within DESEs Division of Financial and Administrative Services (FAS), and the Office of Administration/Information Technology Services Division/Department of Elementary and Secondary Education (OA/ITSD/DESE) are requesting a Project Manager(s) and a Business Analyst(s) assistance applying the Agile methodology with the rewrite of the Payment Management (PM) web based application. The PM System currently has approximately twenty-five (25) pages. PROJECT APPROACH AND SCOPE OF WORK: The Contractors PAQ Response shall include: 1.Project overview 2.Resources and resumes 3.Approach using the Agile methodology 4.Change Control Plan 5.Issue Tracking Plan 6.Assumptions 7.Quality Assurance Plan 8.Detailed description and firm, fixed price for each deliverable 9.Project Plan or work breakdown structure In item eight (8), Detailed description and firm, fixed price for each deliverable, the Contractor shall specify the tasks to be completed for each deliverable and the time frames in which the tasks shall be completed. The Contractor shall provide an updated project plan within two (2) weeks of award of PAQ. It is required that an Agile methodology be used on this project. We require, at minimum, a Project Manager(s) and Business Analyst(s) to document and test. OA/ITSD/DESE requires mentoring and training of the Agile methodology during this project to ensure OA/ITSD/DESE can continue on with this methodology after the project is completed. OA/ITSD/DESE shall minimally commit a Technical Lead/Programmer, Programmer, and Project Manager. The expectation shall be a blended team approach. DESE shall provide two (2) lead Subject Matter Experts (SMEs). Security & Confidentiality - All materials (including code, tools, documentation and data) provided pursuant to this PAQ shall be deemed confidential. All consultants shall be required to sign an OA/ITSD Confidentiality Agreement. All consultants shall be required to comply with DESE and OA/ITSD/DESE security policies, requirements and/or security specifications that describe.
