Provide architectural and big picture oversight for development of new or enhanced software products. Responsible for ensuring quality and consistency of the software architecture across the system and providing day-to-day technical guidance to the development teams. Define the system, technical, and application architectures for major areas of development, and recommend course of action to maintain cost effectiveness and competitiveness. Stay up-to-date on business initiatives and
objectives, particularly as these relate to infrastructure and development architecture issues. Research and implement best practices frameworks/capability models that will control costs, provide higher quality, and/or increase predictability of service delivery.

Research new technology and development tools to remain abreast of current and emerging technology.
Career-Level position within field. Requires experience and proficiency in discipline.
Conducts complex work important to the organization. Works with minimal supervision with wide latitude for independent judgment. Typically requires six to nine years experience.
The candidate must demonstrate simultaneous expertise in PowerBuilder, Oracle, J2EE, IBM RAD, STRUTS, IBATIS and Crystal Report development. Expertise in SQL Plus, PL-SQL and TOAD is also mandatory.
The candidate must demostrate simultaneous expertise in the applications, programming language and platform supported by the Department of Public Instructions IT staff and the applications, programming language and platform currently being utilized by the departments two Nutrition
Program Teams. Some of the job duties entail migrating to the department supported IT functions as well as constructing effective interfaces between programming languages.

Specific examples of the service to be performed are as follows: Maintain and develop Child Nutirition Program contracts, online grant applications and link these with USDA online claim application; develop interfaces between USDA claim payment system with check writing and EFT process; develop interface for data sharing projects with other state departments and projects within agency; develop edit checks and site based claiming in current USDA claiming system using other state department information under data sharing program to build a more secure and more accountable claim payment process; develop Emergency Shelter and At-Risk Center online claim application in accordance with USDA regulations. Perform maintanence and enhance existing applications as per the requirement and regulation based on USDA re-authorization. Maintain and enhanced client-server application as per the requirement.

The contractor will provide service and quality as promised without financial loss to the State because knowledge of USDA claims processing and reporting as well as contract information for the National School Lunch Program and Child and Adult Care Food Program is defined as essential. Knowledge of contract information and handling charges for the Donated Food Distribution Program is beneficial.
