Description :

It is requesting proposals and pricing informationfrom Qualified Environmental Professionals to coordinate, direct, and oversee the Brownfield site cleanup activities at the Old Main and Milligan Hall Buildings on the DCB campus. This project is funded by a Brownfields EPA grant and all work will need to comply with local, stateand federal regulations.
Asbestos containing materials, lead-based paint, and possibly other hazardous materials are present in these buildings. These contaminates are to be removed from the property per state and EPA regulations.
Task list for QEP as per cleanup workplan:
• Prepare Request for Proposals, evaluate applications, conduct interviews, and make recommendation to DCB for theabatement contractor(s).
• Prepare scope of work.
• Oversee the abatement process.
• Prepare and/or assist with quarterly progress reports to document environmental cleanup, location and results of tests. The consultant will submit draft and final reports to DCB,and EPA as required for each specific assignment. MBE/WBE, Green and Sustainable Remediation(GSR), and ACRES reporting are also required.
• Ensure compliance with Davis Bacon Act, which will include review of certified payrolls and conducting on-site interviews.
• Weekly updates to DCBs person of contact, Chris Nero, Physical Plant Director, in person or via telephone conversations.
• Assist DCB in matters pertaining to environmental regulatory compliance.
• Prepare a Community Relations Plan for DCB that describes the outreach approach and schedule, actions to be taken to involve stakeholders and community in cleanup decisions or reuse planning, how community involvement was fulfilled, and a review of public comments received. Information presented to the community must be in laymans terms and will include summaries of cleanup standards, assessment sampling plans and results, proposed cleanup options and recommendations as related to project objectives and decisions.
• Assist with community outreach initiatives such as public meetings, project updates and assisting with the explanation of Brownfields and environmental issues in a non-scientific manner.
• Finalize the Analysis of Brownfields Cleanup Alternatives (ABCA).
• Prepare a Health and Safety plan to protect workers, nearby residents, and sensitive populations that comply with OSHA standards. Review the contractors health and safety plan and cleanup plan and ensure those plans are followed.
• Develop a Quality Assurance Project Plan (QAPP) prior to taking confirmation samples.
• Assist in the selection of a certified Air-monitoring Specialist for clearance samples.
• Oversee collection of confirmation cleanup samples by certified Air-monitoring Specialist, different than the company who conducted cleanup.
• Review project invoices to ensure they appropriate and allowable under grant terms and conditions.
• Prepare a final cleanup report that will be submitted to DCB, EPA and applicable regulatory agencies, documenting the activities conducted and final cleanup results.
All items listed on this task sheet may or may not be assigned at DCBs discretion and additional tasks may be added at a later date.
