The State is pursuing an HR Digital Transformation initiative to transition from multiple disparate systems to a more modern, integrated solution. The objectives of the HR Digital Transformation project are to procure and implement a system that will enhance the capabilities provided in the current solutions (Cornerstone on Demand – Learning Management and Performance Management, PeopleAdmin – Position Description Management, NeoGov – Recruitment/Applicant Tracking, SAP – HR components in the on-premise solution, such as Organization Management, Personnel Administration, Time, Benefits, and Reporting). The candidate will supervise the work of a contract Project Manager, who will assist in completing the duties and deliverables described below. The candidate will be responsible for the development of short and long-term strategies that will serve as roadmaps for the planning, the evaluation and purchase of the states new HR solution. The candidate will be tasked with creating a high-level purchase strategy, ERP HR solution evaluation and scoring protocols based on industry best practices and assist in the establishment of the HR Digital Transformation Program Office. The selected candidate must possess proven ERP HR consultation experience, guiding enterprise clients toward the purchase of ERP HR solutions that meet needs across large, complex organizations. Government experience highly desired. The candidate must be able to quickly ascertain the clients needs based on capabilities, then develop detailed strategies clearly outlining the required steps, and project timelines necessary to achieve the desired outcomes. The candidate will also be responsible for the creation of large, complex reports for OSHR executive management and state legislative offices/personnel, adhering to strict timelines for completion. Duties include but are not limited to all the following tasks and/or outcomes: • lead/support the effort to establish the HR Digital Transformation program office • lead the drafting of the business case for the project and any associated funding requests • facilitate communication efforts to gain buy-in from State Executive Leaders and Legislative bodies • design a comprehensive strategy and identify objectives to achieve an overall successful outcome • support the States negotiations to finalize contracts with ERP software, hosting partner, and/or implementation partner • ensure the development of realistic project timelines necessary to achieve the desired outcomes • facilitate communication efforts to gain buy-in from State Executive Leaders and Legislative bodies • design a comprehensive strategy and identify objectives to achieve an overall successful outcome, • design a change communication strategy and serve as a champion for the project • ensure the development of realistic project timelines necessary to achieve the desired outcomes • ensure the project is in scope, on-time and within budget, • identify procurement and purchasing strategies, needs, plans and justifications • facilitate/support the team on the development of the HR RFP(s); provide strategic options for consideration • assist in development, review and support facilitation of the evaluation process for the HCM competitive evaluation • support the States negotiations to finalize contracts with ERP software licensing, hosting partner, and implementation partner • Review implemen   Call 502-379-4456 Ext 100 for more details.
