This project is called HIX-IT, and is funded by a grant from the Center for Consumer Information and Insurance Oversight (CCIIO). For small businesses, citizens shopping for insurance coverage, and health insurance carriers, the Exchange will provide a market place for a variety of insurance options and access to federal insurance premium tax credits. The Exchange will provide its customers with seamless access to information, financial assistance and easy health insurance enrollment. The essential underpinning of a successful Exchange is a robust and agile information technology infrastructure that supports the business needs and policy goals of the federal-state partnership as embodied in the Affordable Care Act (ACA). TASKS, DELIVERABLES AND SCHEDULE : Contractor shall not start work under this WOC until in receipt of a written Notice-to-Proceed (NTP) from the Authorized Agency. Task 1 –Planning and Reporting : * Work Plan development: The Contractor shall coordinate with the CIO, HIX-IT Project Director and Project Manager and other designated staff both internal and contracted to develop and deliver a Work Plan that includes the activities and agreed upon schedule necessary to complete the work required under Tasks 2 and 3. The Work Plan must include activities, estimates of time, names of Key Persons or other staff responsible (by activity), documents to be completed under Tasks 2 and 3, and deliverable submission and review dates. * Reporting: Contractor shall submit written Status Reports every two weeks. Reports shall at least summarize the work completed and status of activities described in the Deliverable 1 Work Plan, describe any project risks and recommended mitigation strategies, describe any planned or recommended activities, and include documents completed under Tasks 2, 3, and 4 during the reported period. * Making Agency-approved changes to the Deliverable 1 Work Plan. Changes to the Work Plan may be recommended by Contractor or requested by the CIO or designated Agency staff. Task 2 – HIX Solutions Architecture Design and Strategy : The Contractor shall coordinate with the HIX-IT team, HIX Corporation, and HIX Contractors to map out a conceptual level design of the Solutions Architecture specific for the HIX system, validating and aligning the Solutions Architecture strategy and design to the HIX functional scope and the Enterprise Architecture. This will include Solutions Architecture for all HIX functionality both inside and outside of the Oracle tool stack purchased by Oregon. The Contractor shall develop a comprehensive deliverable that describes the technical services designed to support the solutions architecture in delivering the business services and capabilities required for HIX-IT. This document will specify the technical guidelines for product configuration, product interoperability and interfacing with external systems. The deliverable will address process, data, security and infrastructure requirements. The solution architecture documents the needs around product configuration, service and will provide a guide to the iterative cycles of design, development and testing. Task 3 – HIX-IT External Interface Plan : The Contractor shall coordinate with the HIX-IT team, HIX Corporation, and HIX-IT Contractors to map out the external interfaces which will be required for the HIX-IT solution and to provide a high level technical design strategy for the necessary external interfaces. The External Interface Technical Design Strategy should align with the HIX-IT enterprise, solution, information architectures and the HIX security plan.
