The HIX is a key provision of national health reform that creates a new marketplace for each state to offer health benefits to individuals and businesses. Under national health reform, states must have an exchange functioning and up-and-running by July 2013, and fully operational by January 1, 2014. The Washington States HIX will provide individuals and businesses seamless access to health insurance information, comparisons of numerous plans, and enrollment. The HIX IT Project Manager is the top lead key IT person with full delegated responsibility and accountable to plan, execute and meet federally mandated milestones and deliverables of a federal grant agreement for a complex IT system. The IT Project Manager oversees and directs: • professional staff responsible for business process analyses, • technical managers and staff for technical design, • IT development and project implementation, • System implementation, and • Services fulfillment. The position operates in a complex authorizing environment with very diverse and sometimes conflicting stakeholder interests. Demands navigating within a nebulous environment where there is much ambiguity. Requires directing, leading, facilitating, and coordinating work with internal and external consultants, diverse stakeholder interests, and contractors in an extremely complex environment. Requires developing and maintaining collaborative working relationships. A key outcome is to assure alignment between the: 1) HIX 12 Core Component areas, 2) Washington States business and policy program areas particular requirements, and 3) Federal requirements including HIX systems certification. This includes direct accountability for development, management oversight, tracking and updating numerous sub-project plans for the 12 core HIX system areas that make up the Exchange system and, successful implementation and system certification with the Center for Consumer Information and Insurance Oversight (CCIIO), and Centers for Medicare &Medicaid Services (CMS). Responsible for conflict resolution of the IT organization, consultants and numerous contracts and contractors and external stakeholders (including ACES and the DSHSs Benefits Portal). Directs the overall development and implementation of IT systems that implements statewide policy, standards, and system certification requirements. As the most senior IT Manager for WA States HIX, provides overall direction –guides, and oversees all aspects of a $67M project. Chief partner to Program/Policy area management. Responsible for federal system compliance and certification of the HIX system for standards and other federal contract compliance requirements. C. Deputy PM – Operations and Deputy PM - Technical The IT Deputy Project Managers are responsible for collaboratively supporting the IT Project Manager in implementing a Washington State (statewide) Health Insurance (Benefits) Exchange (HIX).
