The Client Health Information Exchange provides a common, secure electronic information infrastructure for sharing health information among health care providers and organizations and offers health care providers the functionality to support Meaningful Use and a high level of patient-centered care. Position: Business Analyst – The Technical Business Analyst will be housed within the Office Services and function as a member of the Client Health Information Exchange development team and will work in close collaboration with Client Health Information Exchange vendors and the Client Health Information Exchange participants. The Business Analyst will be responsible for assisting with the resolution of system issues, data validation, and ongoing system maintenance. The Business Analyst will also assist with ongoing Client Health Information Exchange development activities including documenting business requirements, technical requirements, and creation and execution of UAT test cases. Working as an onboarding analysts, this position will work collaboratively to resolve interface issues related to exchange participants and their EHR vendors. Skill sets required: At least 2 years experience on healthcare related projects developing and documenting business and technical requirements using interviews, document analysis, Gap analysis, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis. At least 2 years experience working with HL7 messaging, CDA/C32. At least 2 years experience on healthcare related projects working with development teams to assist with creation and review of functional specifications and technical design documents to ensure technical design will support specific project goals and objectives. Experience in CUAT and System Integration Testing of large scale healthcare related projects including hospital information systems. Strong analytical and project management skills required to facilitate healthcare system interfaces with disparate healthcare organizations and systems and to align with national and industry standards and best practices. Excellent verbal and written communication skills and the ability to interact professionally with a diverse group: executives, managers, vendors, providers, key internal and external stakeholders, and subject matter experts. Demonstrated ability to critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and appropriately communicate information to a diverse group: executives, managers, key internal and external stakeholders, and subject matter experts. Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following artifacts as needed: (Functional Specifications, Technical Design Documents, Use Cases, Test Cases, Interface Designs, and reviews of vendor provided documentation). Skill sets preferred: Five years experience working with large scale healthcare related projects including hospital information systems developing and documenting business requirements, technical requirements and performing Gap analysis. Five years experience working with HL7 messaging.
