Engineer: HSIP Process Flows, Business Process Documentation For HSIP, HSIP,
Description:
Business Process Engineer to develop Highway Safety Improvement Program (HSIP) process flows. The HSIP is a Federal-aid program with the goal of implementing projects that achieve significant reduction in traffic fatalities and serious injuries on all public roads. The HSIP requires a data-driven, strategic approach to improving highway safety on all public roads that focuses on performance. HSIP process flow to cover planning, programming/implementation, and evaluation of projects that are eligible in this program. Duties and responsibilities include:
- Perform technical writing and facilitate development of process flows, process guidelines, process activities, and documenting any use of process-related tools.
- Acquire input from a variety of process subject matter experts and lead meetings of those SMEs to capture process requirements, process flow input, and establish agreed process guidelines.
- Manage information collection from many sources and maintain control of information in an organized manner.
- Author process documents and aid Process Owners with recommended improvements to existing Plans, Processes, and Work Procedures.
- Use quality models to aid process design.
- Oversee process content development during authoring, review and approval cycles; engage the appropriate SMEs including Management in necessary content reviews; manage received review input to ensure stakeholder input is appropriately addressed.
- Participate in the identification and evaluation of process-related measures and process improvement opportunities.
Overview of Tasks:
- Introduction / Setup / Orientation
- Interview & Documentation Review
oInterview approximately 7-8 SMEs including Process Owners
oReview existing documentation (approximately 8 documents)
- Develop Business Process Diagram & Validate
oProcess flows to contain all linked reference material; identify when business objects interact with the process flows
- Recommend Options
oRecommendations for process improvements
- Develop Consolidated Report
Competencies:
- Has an understanding of process development principles.
- Able to create process flow diagrams based upon information provided by process owners and SMEs.
- Able to drive the definition of process guidelines based upon stakeholder requirements and process goals.
- Candidate must be self-motivated, proactive, positive, and enjoy the challenges of planning and solving problems in a complex and unpredictable work environment. Candidate must be able to maintain records, meeting notes, and process materials.
- Ability to establish a solid working relationship with Process Owners, Subject Matter Experts, Technical staff and stakeholders.
- Reasoning and problem solving skills, along with strong verbal and written communications skills are needed.
- Keen attention to detail.
Required Skills:
* Business process diagram(s) depicting HSIP Process Flows.
* Timeline of high level annual activities related to HSIP program.
* Consolidated business process documentation / report of HSIP program (to include, but not limited to: overview, standard operating procedures, processes, etc.)
* Potential recommendations for process improvements.
These documents should be easily understood by both technical experts and engineering staff and management. The goal is to ensure all information is presented in a digestible and easy-to-navigate format.
* Proficient Technical Writer. Knowledge of transportation funding programs a plus.
