These identified high-level requirements will form the basis for drafting the RFP (section 4.1.5). 4.1.2 Technical Assessment: The Contractor shall conduct a comprehensive technical assessment of the existing system by leveraging the existing system documentation, technical sessions with business as well as technical professionals and architecture groups supporting TDH and STS Enterprise. In coordination with State, Contractor shall organize and conduct design review sessions with technical subject matter experts to analyze the current-state configurations. 4.1.3 Gap Analysis: The purpose of this gap analysis is to identify the gaps or needed enhancements for the current system and to define the strategy for modernization. 4.1.4 Alternative Analysis: Based on the business analysis and technical assessment activities, the Contractor shall conduct alternative analysis of available solutions in the market and implemented solutions in states similar to Tennessee. The goal of the alternative analysis is to conduct an analytical comparison of different factors like effectiveness, cost, risks, shortfalls and to identify the best approach for modernization. 4.1.5 Modernization Request for Proposal (RFP) Drafting: RFP is a solicitation method used for complex procurements that requires significant planning, input and approvals. The various stakeholder groups that provide required approvals for RFP include but not limited to TDH program, TDH information technology, TDH procurement, STS Enterprise, Central Procurement Office (CPO).
