Description :

Background: The Department of Military and Veterans Affairs (DMVA) is requesting a solution for the services of SharePoint and Knowledge Management consultation and design services. The DMVA is looking for services to improve the departments SharePoint site, streamline document management, enhance collaboration and general site aesthetics while adhering to Commonwealth Security and Compliance. The department holds an Office 365 G3 GCC license.
Work Statement:
The awarded contractor shall provide a SharePoint Designer (Designer), or comparable classification, that shall assist in the development and/or improvement to the departments SharePoint sites.
The Designer shall review for efficiencies, interface options, workflow, meta-data, site permissions and overall review of preestablished sites.
The Designer shall collaborate with the departments Deputies, Bureau Directors, and Power Users to compile, suggest, and present obtainable solutions using SharePoint and Microsoft Power Platform.
The Designer shall collaborate with the departments Deputies, Office of Transformation, and IT office to recommended and design through a SharePoint solution an Employee Engagement site to increase communications to the department employees.
The Designer shall provide a project development plan that shall include scope development, analysis, design, development, testing, training, documentation, pilot, deployment, and post implementation review. Present project plan to the departments Governance Board for review and approval.
Site development shall be done in a test environment. Site development shall include a standard format, optimization of SharePoint Online content for indexing and searching, agency dashboards, and homepage development with ease of access for customer base. Site shall encompass knowledge management practices to ensure continuity of information.
The Designer shall recommend and/or develop an admin site that will catalog active sites, structure, and owners.
The Designer shall develop standard operating procedures (SOPs) and/or similar training documents and provide training to the departments Knowledge Managers, Power Users, and DMVA IT staff responsible for SharePoint administration.
Travel to may be required.
Minimum Requirements: The Designer shall meet or exceed the following minimum requirements and experience.
1. Bachelors degree in an IT related discipline and 4 years of experience within a Government IT environment.
2. 4+ years of experience with SharePoint Online.
3. Proficiency with SharePoint Online administration, design, and workflow development.
4. Proficiency with Microsoft Power Platform (PowerApps, Power Automate, PowerBI)
5. Expertise in SharePoint Form customization/creation using the Power Platform/PowerApps.
6. Experience with HTML, CSS, and JavaScript.
7. Experience with SQL Server
8. 5+ Years working in previous versions of SharePoint/InfoPath/Designer
9. Experience converting InfoPath/Workflow into SharePoint online/PowerApps/Power Automate
10. Proficiency with Microsoft Office applications MS Word, MS Excel, MS PowerPoint, and Visio.
11. Experience with end-user or customer support in a Government IT environment.
12. Experience training end-users on the use of SharePoint and Power Platform.
13. Strong written and oral communication skills.
