This resource, under the supervision of the IT Manager , will work on ensuring high quality outcomes for vendor deliverables in the area of the data and applications analyses, systems design and development, data acquisition and conversion, user interfaces, internal and external data interfaces, testing, and reporting. The position requires superior technical and / or business analyst knowledge and experience. The principal responsibilities will be to monitor and review a large volume of technical and / or business deliverables across the SDLC to ensure adherence to requirements and to provide high quality guidance for corrective actions where necessary. Knowledge, Skills, and Abilities Requirements: Required Skills: *Minimum 7 yrs IT extensive hands-on experience in providing programming / data/ business analyst services to address challenging requirements across all facets of the SDLC for large and complex custom applications. *Extensive experience in reivew of peer delivered SDLC artifacts including, but not limited to, design, analyses, requirements, testing, and operations across a multitude of complex technoliogies and business domains. * Business analyst experience such as requirements definition and validation, test case development, execution, and validation, and business process design and documentation. * Technical and / or business experience in designing, developing, and maintaining synchoronous and asynchronous internal and external interfaces and associated secure data transfer protocols and mechanisms. *Technical and / or business experience in designing, developing, and valdating data conversions, reviewing data quaility as well as data quality controls, efficient extraction of data, and in developing reports. * Experience with data analyses, data mapping, and data validations. *Experience with software change management on multiple technology platforms. *Outstanding analytical and problem-solving skills with proven strengths in handling difficult IT problems. *Effective written and oral communictions skills. Preferred Skills: *IT and / or business knowledge in the healthcare domain, especially with health insureance or Medicaid systems. *Hands-on experience with as many as possible with the following technologies; Mainframe applications programming, COBOL, DB2, Oracle, Pega, SOA, EDI, FileNet, SAS, OLTP, Exadata and ETL. *Bachelors degree in Information Technology, Compurte Science, or compter Engineering or and additional 2 yrs of IT work experience.
