Expert skills with MS Project, MS PowerPoint, MS Visio, MS SharePoint and MS Office 9. Expert business analysis skills including experience developing: alternatives analysis, risk analysis, functional and technical requirements 10. Expert procurement management skills including experience managing government procurements and contracts 11. Process improvement experience and expert understanding of System Development Life Cycle ("SDLC") activities such as documenting business needs, functional and technical requirements, specifications, Use Cases, application development methodologies, full cycle system testing methods, software and system change and release controls, implementation planning and execution, transition to operations and maintenance 12. Experience with E-Government and E-Commerce projects 13. Experience with quality assurance standards and external quality assurance processes 14.
