The work location is primarily in the Boise, Idaho area. Contractors are requested to indicate the candidates primary residence location to aid ITD in determining the applicability of a fully burdened rate, and its subsequent evaluation of the Contractors rate proposal. This position must be able to manage several ITD projects at the same time using PMBok and Agile principles, as appropriate. This includes the planning, development, procurement, implementation and evaluation of large, complex ITD projects. Oversee the supervision and or direction of contactors/state FTEs and provide direction to large diverse project team with focus on value delivery. Oversee the creation of all project artifacts and ensures that all ITD projects adhere to established PMO standards and procedures. Act as a liaison between the state and any service delivery 3rd party vendor. Ensure that all project engagement rules are adhered to and that quality project deliverables are delivered on time and within budget. Identify opportunity for business process improvement and facilitates the operational efficiency of the business process improvement within the Division. Ensure adoption of newly designed processes and use of enhanced information technology tools. Capture current state and design future state so that it aligns with business goals and objectives. Agency Expected Deliverables • Responsible for the planning, development, implementation and evaluation of multiple projects. • Consults with ETS management and stakeholders to define project requirements including: project scope, budget, resources and system requirements. • Provides project artifacts according to PMO standards and methodology. • Manages day-to-day operations of the project including task, resource assignment, budget management and execution. • Responsible for the identification of project scope, goals, work plans, timelines, implementation strategies, production turnover documentation, risk assessments, communication, status reports and change management plans. • Insure conformity to ITD IT enterprise standards and security requirements. • Assess vendor contracts and serve as the liaison between ITD and 3rd party vendors. • Oversees the project related management of contractors and ensures that all rules of engagements are identified and adhered to by the contractor. • Conducts study or survey on need or problem to obtain data required for solution • Works with solution architect and stakeholders to analyze data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services. • Requires experience providing consulting services to governmental entities. • Provides documentation according to agency standards.
