The Kansas and Missouri Departments of Transportation (KDOT, MoDOT) designed Scout to lessen traffic jams by improving rush-hour speeds, to increase safety by decreasing the number of rush-hour accidents, and to improve emergency response to traffic situations. KC Scout first became operational in January 2004. KC Scout manages traffic on more than 100 miles of continuous freeways in the greater Kansas City metropolitan area. KC Scout uses closed-circuit television (CCTV) cameras to monitor the highways from its traffic management center in Lees Summit. The KC Scout system relies on roadway sensors to gage traffic flow and uses large electronic message boards to send urgent traffic notices to drivers along the freeways. The contract period is from July 1, 2018 to June 30, 2019. All estimated numbers provided herein are for informational purposes only and are not intended to reflect any guaranteed usage of this PAQ. MoDOT does not guarantee any minimum or maximum amount of the Offerors services that may be required under this PAQ. Additional services will be requested on an as needed if needed basis. If the need for additional services arises, the Offeror and MoDOT will agree in writing on the scope, timing and cost of each deliverable before the commencement of work. For critical support, it will be assumed, for evaluation purposes only, 2100 hours of PAQ work will be performed during the contract period. The Offeror shall provide the classification titles and associated per hour rates for all classifications they intend to utilize. Issue documentation will include cost estimates based on hourly rates in this PAQ in order to determine estimates for complete work. The cost evaluation for this PAQ will be worth a total of 50 points. The Offeror shall agree and understand that the quantities used in the evaluation of cost are provided solely to document how cost will be evaluated. MoDOT makes no guarantee regarding the accuracy of the quantities stated nor does MoDOT intend to imply that the figures used for the cost evaluation in any way reflect neither actual nor anticipated usage. Objectives • Provide technical and project management support for the KC Scout Traffic Management Center (TMC). • Provide a consultant with at least five (5) years of experience in the development, installation and operation of the KC Scout Advanced Transportation Management System (ATMS) hardware and software systems. • Understanding of ITS field infrastructure and fiber optic networks. • At least five (5) years of experience with the MoDOT financial reporting system, SAMII, and Cognos. • At least five (5) years project management experience.   Call 502-379-4456 Ext 100 for more details.
