Short Description:

The Product Specialist provides on-site design and development of system architecture and product implementation according to Client requirements to fulfill Client regulatory obligations.

Complete Description:

Per P.L.2009, c.307 - The Client has been authorized to create, maintain and enhance a registry of qualifying patients and their primary caregivers, and to provide them with identification cards.
One of the main focus of Client is to collect data for patients, their care-givers, authorizing physicians and the alternate treatment centers(ATC) that will provide the medical marijuana. The registry includes personal identifying information for both patient and their caregiver, including back ground checks for the caregiver and ATC employees, physicians orders authorizing use of medical marijuana, and documentation of the debilitating conditions (as described in the law). Each qualifying patient and caregiver will be issued an ID card for a period no more than two years. The ID cards also will be issued to ATC employees and DHSS Medicinal Marijuana Program. The registry should allow ePayment for ATC permits and patients/caregivers fee.
The new project will enhance existing regisrtry with ePayment functionality, interface between DHSS Criminal Investigation Unit and MMP, interface between ID Card printing software and MMP, new on-line functionality for ATC employees card management and caregivers history.
The consultant must possess strong skills in object-oriented analysis and design with active involvement in all phases of project life cycle. Experience with developing DHSS web enterprise applications a strong plus.
Years of Relevant Experience: 5 plus years

Preferred Education: 4 year college degree or equivalent technical study

Role Description:

Understand government business process and operations, including familiarity with HIPPA and NJAC regulations.
Prior knowledge of health-related data concerns in order to transition business processes into technical requirements.
Excellent communication and presentation skills to review, analyze, and evaluate business systems and user needs by facilitating brainstorming sessions with health professionals.
Design product architecture on an enterprise level to expand and incorporate new system functionality for NJMMP and integration with other DHSS and NJ State enterprise applications.
Experience with electronic data interchange industry standards including XML, Health Level Seven (HL7) and flat file delimited formats.
In depth knowledge in Weblogic enterprise server configuration and installation on a stand alone and a clustered infrastructure
Architect and design interactive Web Services to establish real time interfaces with external applications.
Experience with architecting and implementing J2EE, expertise in components design using Java and strict adherence to J2EE design patterns
Experience in design and development modular re-usable components for Java Enterprise Applications using UML, Rational
Ability to analyze or recommend commercially available software or other IT architectural components
Ability to prioritize work and establish deadlines, assign responsibilities and monitor progress of team members
Anticipate, identify, track and resolve issues and risks affecting own work and work of the project team. Develop contingency plans as necessary
Manage requirement gathering and change management process
Execution of all responsibilities with little direct supervision.
