This position is specific to designing an e-referral system that facilitates the communication of Healthcare Provider Organizations and Community Service Organizations. The system to be designed should be scalable and extensible and fit into the existing HIE architecture while being built in a generic way to cater to the other states which do not have the architecture such as the HIE of Massachusetts. Application Lead / Architect Position Summary: Responsible for designing, developing and maintaining the to be built eReferral system for the State of Massachusetts as a communication means between the Healthcare Providers and Community Based Organizations. The Application needs to be architected in such a way that it should conform to the existing EOHHS HIWay architecture and also work independently so that the same could be used by other states without the Hiway architecture. Key Responsibilities: Translates detailed business and technical requirements into high-performing, reliable application that meets the EHS business need; understands systems and information flow Work with a team of developers and help design and develop the eReferral application architecture Understand the current architecture and design the application to conform to the standards of the existing architecture Builds deep understanding of the applications within the EHS domain and is able to assess how solutions align/fit within the broader enterprise architecture; Review business drivers, needs and strategies and understand implications for technical and middleware architecture; Provides technical guidance and oversight to delivery team Captures the requirements for future application architecture changes and identifies the techniques and technologies that should be applied at the application level Provides significant input into solution design process for all applications within their respective business domain Identifies the hardware and software components the application will use for implementation and provides instruction on how to appropriately implement application components using the respective hardware / software Provides support and guidance to the development teams during the analysis, development and testing processes Creates project and application architecture deliverables consistent with technology / established SDLC standards, methodologies, and best practices Collaborates with Program/ Project managers and QA / Testers to ensure the integrity of a deliverable (standards, quality) are upheld Works with Enterprise Architects to align domain-specific solutions with enterprise architecture standards and processes; understands surrounding solutions and enterprise information flow Key Requirements: Bachelors degree in Computer science / engineering area, or equivalent work experience Typically requires 10 years of development and implementation experience and a minimum of 3-4 years of application level design and architecture Knowledge of healthcare industry standards and architecture a plus Hands on experience migrating business processes and technologies to Service Oriented Architecture Strong technical experience and design experience of all aspects of application development Strong knowledge of Java (Open source) Stack including Apache, Tomcat, Linux and java and ability to code if needed.
