Proposals Due: 08/09/24 by 3pm CST Description : In order to properly provide updates and enhancements to the legacy systems in accordance with the milestone deliverables listed below, the vendor must possess skillsets and provide documentation of experience in the following areas: • ESRI API and SDK for JavaScript • Microsoft SQL Server • Database administration • Data query • SQL programming • Visual Studio 2019 • Microsofts MVC The vendor must provide dedicated specific staff resources experienced in development and analysis in JavaScript, .Net platform and Visual Studio. Redesign the existing application to current hardware and software platforms. MSOS has committed to the latest Microsoft software technologies, and the new application must be able to fully utilize the capabilities of this environment, with the following specifications: Server-Side • Windows Server 2016 (64bit) or above • SQL Server 2017 or above • .Net Framework 4.72/.Net Core 2.2.0 or above • Visual Studio 2017 [Visual Basic or C#] or above Client-Side • PC/Windows 10 (64bit) or above • 32GB • 500GB Transport all existing code, stored procedures, views, etc., into the new development environments. Build and test the functionality of the new applications as specified in the milestones and design documents and include documentation of the system functionality. As existing features are ported and new functionality is coded, coordinate user acceptance testing with MSOS. MSOS requires user testing and acceptance for all new, enhanced, or rewritten functionality and code. Before completion of each module of the application, the vendor shall conduct usability testing with MSOS subject matter experts to verify MSOS staff can complete specific tasks in the application Managed Service Provider Request for Project Services Page 5 of 23 evaluate system performance, and address issues, frustrations, and customization needs to ensure the module operates as needed. For each usability testing session, the vendor shall submit a performance summary, identification of problem performance areas, activities completed to address performance, issues identified in the usability testing, and resolution to those issues. As milestones are progressing, the vendor must ensure that newly coded applications and functionalities successfully execute and integrate with the already-coded, existing modules and functionalities. The vendor will coordinate with MSOS staff to determine when components/milestones shall go live and what order the milestones shall be completed. The vendor shall use an issue tracking tool to track issues that arise during this implementation. When a new ticket is issued, the vendor must respond within 48 hours to MSOS with a description of the level of effort necessary to resolve the ticket and the targeted date of completion. The vendor shall meet all existing functionality and new functionality in the application and integrate the application within the MSOS IT infrastructure. All development will be accomplished on vendor resources. MSOS requires that all code deliveries be installed and tested in the MSOS Test environment. MSOS will provide a SQL Test environment as well as a desktop test workstation that can be accessed remotely. Vendor must provide experienced and credentialed staff for the application redesign and management of the project and identify the number of resources to be used on the project.
