CWDS is a system that enrolls and tracks participation for DHS client(s) with employment and training services as provided by third party vendors. CWDS is a multi-agency cross project initiative between DLI and DHS. CWDS is a system within itself, but is also integrated with various components of the DHS iCIS application (MCI, MPI, eCIS). The OIM, Bureau Employment Programs (BEP) staff provides project direction for the CWDS application. This position provides IT support directly to the OIM/BEP staff, representing OIM/BEP and the CWDS application at various logistical meetings across agencies and application teams. This position provides IT guidance to OIM/BEP in regards to the CWDS application. This includes database design, application coding, User reports, data corrections, and system interface / integration issues. OVERSITE/CONTRACTOR MONITORING The Office of Income Maintenance, Division of Policy & Data Analytics, will oversee the work assignment. RESOURCES This position is eligible for full-time telework, as outlined by the Department of Human Services (DHS) OIM teleworking protocols. If necessary, office space for contractor will be provided by DHS at the Health & Welfare Building in Harrisburg, PA. In addition, DHS will supply all necessary hardware, software, network connection, phone and fax for daily use as needed to complete assigned work items. CONTRACTOR REQUIREMENTS 1. Security Access OBJECTIVES OF ENGAGEMENT The objective of this engagement is to provide technical support for the Commonwealth Workforce Development System (CWDS). TASKS TO BE PERFORMED Specific work items for the contractor are: Comprehensive Workforce Development System (CWDS) - The integrated workforce development system was implemented to support the Governors plan for a market driven application with a goal towards more efficient use of federal and state dollars. CWDS remains a high priority in the Health & Human Services Community of Practice. This initiative included the replacement of DHSs DLI business partners, with the Department of Labor and Industrys Bureau of Workforce Development and Office of Vocational Rehabilitation groups. Several other goals of this project were to focus on building career paths for customers, improve our customer service and delivery, create a single vision to deliver and provide Workforce Development services, establish unified and integrated intensive case management, modernize and replace aging legacy systems with a fully accessible application supporting staff, case managers, counselors, service providers, employers, self-service customers, and institute a multi-agency enterprise vision for Workforce Development in PA. Production Support - IT representation at CWDS Project Meetings - IT lead within the CWDS application team. Works closely with the OIM team leader to provide application code support, database design support, problem analysis, problem correction, and ad-hoc reporting. Serves as point of contact for DLI/Deloitte application teams that are integrated with the CWDS system. - Coordinates IT activities with other members of the CWDS team caused by external changes by “other” integrated systems and application teams.
