Description : Agency Project Scope (Description of Work Needed - Additional background check requirements are to be added here) See Statement of Purpose Agency Expected Deliverables See Statement of Purpose Introduction : It seeks to acquire a contractor to provide services for a variety of small and large software projects relating to the development of a new Idaho Juvenile Offender System (IJOS). Project needs include – but are not limited to – web application development, database creation and conversion, rebuilding agency-to-agency interfaces, and creating high-level reporting features. Requirements The IDJC has several requirements for the projects listed above. 1. Rewrite/rebuild IJOS software a. Create new web application – to replace current enterprise application – that will function on all standard browsers (Chrome, Edge, Firefox) b. Keep most modules/reports & expand capabilities c. Add new modules/reports 2. Rewrite/rebuild IJOS database a. Build new IJOS database on SQL Server platform b. Convert IJOS data from existing Oracle database i. Clean-up, redesign, or remove obsolete tables, procedures, etc. 3. Implement an authentication (middleware) server for the IJOS web application and other projects, keeping with current security standards; encryption security for front to back traffic, with the option of dual authentication (approved hard drive, etc.) for customers and oAuth for data-sharing interfaces. 4. Provide ad-hoc reporting capabilities to customers 5. Provide IDJC IT staff with a robust Administrative tool a. Allow control of customer access to each module/feature b. Tie to a variety of software applications/projects or interfaces 6. Contractor will work with IDJC IT staff (and Idaho Office of IT Services (ITS) if/when necessary), to review functionality of the current IJOS application and create a comprehensive plan to build the new IJOS website. a. IDJC development team will participate in product design (several features or enhancements have already been requested by customers) 7. Contractor will provide a. The following staff, at minimum i. Web Developer (WD2) – full time ii. DBA (DBA2) – part time iii. Network administrator (NA2) – part time (or less) b. Weekly status updates including i. Written documentation with current/active project phase, level of completion, and any root-cause analysis, bug fixes, or emergency fixes ii. Video/phone meetings between IDJC project leader and contractor – and possibly ITS – to discuss written documentation, current phases, timelines, potential issues, and answer questions. c. After implementation, and for a period of twelve months i. Two annual updates on the roadmap of changes related to the software components, to occur after the final release of the product/project ii. Immediate notification on critical software upgrades that are necessary to address critical security vulnerabilities 8. Contractor will develop and implement a redundancy solution for failovers, upgrades, and/or high workloads 9. Majority of initial Contractor work to be done onsite a. Work closely with the IDJC development team to identify which feature(s) or module(s) will be assigned to an IDJC developer b. Once requirements-gathering, specs, milestones, schedules and duties are determined, remote work will then be allowed 10.
