The qualified candidate must be a Medicaid program thought leader, program / project implementer, critical thinker and a key resource to senior portfolio leadership. Additionally, the candidate must manage and coordinate IT Modernization projects where bi-model methodologies are leveraged and business program management services across the agency. This role interacts with functional/business unit leadership. The person in this role will be expected to bring visibility at the program level to leadership to ensure required decisions are clearly queued up for decisions. This individual will also be responsible for developing and reporting on multiple project management metrics and status reports while creating and maintaining and overseeing a detailed project plan for all assigned work. Essential Functions: Will be managing a combine business and technical program initiative to ensure stakeholders are well represented with an agenda that is reflective of critical issues that need to be address across stakeholders internal and external. Experience with Medicaid Enterprise Certification Toolkit and Lifecyle (MECT/MECL) in order to guide the Agency in their approach to certification by the federal Centers for Medicare and Medicaid Services (CMS). In addition, experience providing analysis for any subsequent updated documentation or new versions and guidance letters released by CMS related to the MECT, Experience directing the certification milestone reviews throughout the Medicaid Enterprise Certification Lifecycle (MELC) and/or Medicaid Eligibility and Enrollment Lifecycle (MEELC) for multiple inflight projects. Experience with Medicaid Enterprise Certification or Medicaid Eligibility & Enrollment process throughout the SDLC working with an IV&V Vendor for each applicable project. Responsible for following Federal Lifecyle models and communicating progress and key milestone deliverables to federal oversight partners. Manages a portfolio of IT projects across multiple vendors and program management services (project analysis, project execution, project delivery) for the initiative. Actively manage multiple vendors that represent small and large scale projects with varying degrees of complexity all tied to overall portfolio. Conduct program and project meetings and is responsible for tracking and analysis. Ensure adherence to quality standards and reviews all project deliverables while recommending and taking action to direct the analysis and solution of problems. Communicate with stakeholders on an ongoing basis; estimate resources and participants needed to achieve project goals Negotiate with other department managers and vendors for the acquisition of required resources; determine and assess needs for additional staff and/or consultants as appropriate Set and continually manage project expectations with team members and other stakeholders; delegate tasks and responsibilities to appropriate personnel Plan and schedule project timelines and milestones using appropriate tools; track project milestones and deliverables; develop and deliver progress reports, proposals, requirements documentation and presentations Ensures that investments and initiatives   Call 502-379-4456 Ext 100 for more details.
