Job Description Analyst: Business Analysis, Programming Languages, MS Excel, MS Powerpoint MS Word Cobol CICS JCL

Description :

The North Carolina Department of Transportation (NCDOT) Information Technology DMV Systems Support is seeking a short term (12 month maximum) contractor. This resource will be utilized on an existing project within DOT as Business Analyst and will be expected to participate as a key member of the project team.

Responsibilities include the following:
? Analysis of complex legacy applications
? Development and implementation of technical solutions for major modifications to legacy applications Gather and document business and system requirements
? Provide impact analysis on technical and business environments
? Develop and publish communications to stakeholders
? Develop, negotiate, communicate and meet major deadlines and deliverables
? Manage assigned tasks and timelines

Knowledge, Skills, and Abilities Requirements:
Required:
? Minimum of ten (10) years experience in corporate or government as business analyst
? Proven experience in programming techniques, programming languages
? Proven knowledge of principles and techniques of computer programming, testing, debugging, implementation and documentation
? Proven experience with analysis and design
? Excellent communication skill (written, verbal, presentations)
? Excellent organization, analytical, planning and scheduling skills
? Ability to resolve highly complex problems
? Proven experience with financial processes analysis and modification.
? Experience with developing and presenting status reporting for multiple levels of management and external stakeholders (Executive, management, technical and business)
? Self-starter who can work with a large and diverse team of business, management and IT individuals
? Demonstrated experience working with large project teams and multiple vendors
? Experience identifying, documenting and presenting business process re-engineering in multiple organizations
? Microsoft Suite experience (e.g. Word, Excel, PowerPoint), COBOL,CICS, TSO, MVS JCL, ENDEVOR, CA Tools, SQL, DB2 and VSAM

Preferred:
Experience with State or county government and IT Project management

Other Requirements:
The vendor must notify the Agency if any portion of the requirements listed in this Task Order are to be outsourced to other countries. ? Include this information in your Task Order response.

Selected Candidate Must:
? Sign & comply with NCDOT-IT Non-Disclosure Agreement.
? Submit to an NCDOT approved criminal & credit background check at vendors? expense, (employment is contingent upon satisfactory outcome of criminal & credit background check)
? Utilize the NCDOT time sheet application for verification of hours worked.
? Sign DOT Ethics Policy, DOT Statement of Understanding regarding use of computers & Information Technology resources, DOT Internet & E-Mail Policy & Procedures.

State does not reimburse for commuting expenses or relocation expenses for anyone. Parking/travel expenses to/from main site & within Raleigh area to be in hourly rate.
? Reimbursements for expenses for work at sites outside of main site in accordance with NCDOT travel policy.
? NCDOT will not provide a cell phone to selected candidate, (if a cell phone is required selected vendor is required to supply cell phone & cost should be included in hourly rate
