The consulting company or contractor will hold at least one on-site meeting with each of the four state park managers and a department representative to individually analyze each state park concession/rental operations. The Department will supply sales and revenue reports, rental rates and other reports necessary to complete a fully comprehensive study. NDPRD will expect a very detailed recommendations report for the following items. It is not the goal of NDPRD to outsource any facets of their business. NDPRD may at any time choose not to implement any of the categories. NDPRD may choose to review additional state parks operations in the future. 1. Concession and Souvenir Inventory: a. Identify profitable items b. Identify non-profitable items c. Are items appropriately priced d. What other potential items should NDPRD sell 2. Staffing Needs: a. Hours of operation during seasonal vs. non-seasonal b. Amount of staff during seasonal vs. non-seasonal c. Amount of staff needed annually per location 3. Rental Rates: a. Evaluate slip rental rates per location for comparison to the current market 1) Are the rates equivalent to the amenities 2) Price per square foot b. Evaluate long term storage lot rental rates 1) Is the pricing fair compared to the current market c. Evaluate equipment rental rates 1) Bicycle, paddle boat, canoe, kayak, fishing boat, and pontoon rentals 2) Should NDPRD add different rental items 3) What equipment receives the best ROI 4) What equipment could the park procure to receive more revenue 4. Concession/Food Service Operations: a. When should concession/food services open b. Identify hours of operation c. What food products should be sold d. Evaluate current sales products e. Identify facility and equipment needs f. Recommend display and layout suggestions 5. Marketing and Advertising: a. Effectiveness of advertising b. What other markets should be utilized c. What is the most effective medium for advertising 6. Service Locations: a. Optimal locations for firewood & ice, food services, concessions: b. Evaluate current locations c. Suggest alternative locations d. Display and layout suggestions 3.02 Deliverables The contractor will be required to provide a concession/rental recommendations report for each of the four state parks.
