The Summit should incorporate topics/themes related to sustainable business development including governance, infrastructure, finance and resources. c) Work with the Federal Reserve and one reservation to start the process to adopt the Uniform Commercial Code and other programs offered by the Federal Reserve. d) Develop and submit a funding proposal to Foundations or the Economic Development Administration. e) Develop key linkages with the Tribal colleges, Tribal governments, Federal and State Economic Development entities. f) Develop a linkage with the North Dakota Department of Transportation Disadvantage Enterprise (DBE) program. g) Development of the American Indian Business Directory and data collection of service calls/contacts. h) Develop a Minority Business Enterprise (MBE) Certification process for businesses to be certified as Native owned. i) Provide mini marketing business grants. Skills and Experience No specific minimums have been set for this RFP; however, the following skills and experience are preferred: a) Enrolled member of a federally recognized Tribe in North Dakota. b) Excellent communication. c) Understanding of the American Indian business environment. d) Demonstrated success working with American Indian and minority economic development programs. e) Ability to work with Tribal governments and Tribal members. f) Demonstrated success with Summit development and delivery. g) Understanding of the importance of preserving our native cultures and the potential for tourism in offering these cultural experiences and improved visitor services. h) The Offeror must include the following contact information for three references where similar work was completed: persons name, telephone number, and email address. The Offeror must verify the accuracy of all contact information. The State will send a reference check questionnaire to these references, and their input on the questionnaire will affect the Vendors score. The reference is fully responsible for the timing and content of the reference check information returned to the State. If the reference does not return the questionnaire by the date specified or fails to properly fill out the questionnaire, then scoring will proceed as if the reference information were unfavorable. The STATE reserves the right to contact other state and local government agencies regarding engagements they may have had with the Offerors company in the past, in addition to the references provided in the proposal. Quality Measures a) American Indian Development Office is developed and goals and a long-term strategy are defined to include available resources on and off the reservation. b) Seventy-five (75) people participate in the North Dakota Tribal Economic Development Summits. c) A supplemental funding proposal for a federal grant or a charitable organization is developed and submitted. d) Progress is made with the implementation of a Uniform Commercial Code on a North Dakota Reservation. e) Linkages with the Tribal colleges are defined. 3.04 Location of Work The work is to be performed at a location determined by the contractor.
